Fermi National Accelerator Laboratory seeks a Senior Procurement Administrator. Under general supervision, the selected candidate will subcontract for construction primarily, as well as complex and high dollar value equipment, materials, and services. This is accomplished in cooperation with internal customers, Laboratory support personnel, subcontractors, and the Department of Energy (DOE), in accordance with established procurement policies and procedures, contract law, commercial practice, and applicable federal procurement regulations.
Responsibilities include: acquisition planning, selection of qualified subcontractors, solicitation and evaluation of proposals, conducting price and cost analysis, negotiating subcontract terms and conditions, drafting contractual instruments, obtaining approvals, awarding subcontracts, performing subcontract administration, ensuring the completeness, organization, and accuracy of the subcontract and associated documentation. Supervisory responsibilities may be required.

Qualifications and Essential Job Functions
Bachelor's Degree preferred; equivalent experience will be considered
10+ years procurement experience, preferably working for a government contractor, branch of the U.S. Armed Forces, university, municipality, or federal government
Working knowledge of the Federal Acquisition Regulations (FAR) preferred. Experience with construction contracting is, highly desirable
Familiarity with Davis Bacon Act (DBA) and Department of Labor (DOL) wage determinations
Knowledge of the Certified Payroll process as it pertains to DBA
General knowledge of the construction procurement process including submittals and supplemental agreement issuance
Understanding of construction bonds (bid, performance and payment)
Experience with cost reimbursable subcontracting is preferred
Proficient with Oracle eBS or similar procurement system
Exceptional customer service skills are essential
Experience with Microsoft Office applications
Strong analytical skills
Demonstrated ability to work independently or in a group
