Located on the eastern edge of the Cascade Mountain Range along the banks of the Deschutes River, Bend sits between high desert plateaus and forest-covered mountains. Working with all the operating departments, Purchasing manages the procurement of all goods and services the city uses, such as engineering services, construction work, fuel, heavy equipment, fleet vehicles, consulting services and other contracts – all through competitive public contracting processes mandated by state law. Services include developing and managing invitations for bids and requests for proposals, providing guidance and assistance to other city staff in helping to define needs, evaluating and understanding supplier contracting terms and conditions, conducting price and terms negotiations, ensuring compliance with applicable procurement laws, and providing for fair and equitable treatment of city suppliers. Under general supervision of the Purchasing & Public Contracts Manager, the Senior Purchasing Analyst plans and leads procurement processes for a wide range of complex procurements and serves as a subject matter expert with advanced knowledge and technical skills.
A bachelor’s degree in Business Administration or a closely related field, and 5 years of procurement experience, including preparing and conducting complex procurements, preferably involving public purchasing experience, is required. Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or other certifications related to procurement are preferred. Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities.
