POSITION OVERVIEW: Plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, technical, and administrative support related to the programs and activities of the Collection System (Cleaning and Construction) and Fleet Maintenance Departments. Works with the executive team to implement current and long-term planning activities. Manages resources effectively to improve organizational productivity and to ensure excellent customer service. Provides leadership, support, and expertise to supervisory staff. Manages the departmental budget for cost-effective services.

Thorough knowledge of sewer main construction and maintenance of a collection system.
Ability to supervise several individuals and work groups.
Ability to lead, motivate, and communicate to a large workforce of diverse backgrounds.
Ability to prepare and present clear and concise reports.
Skills in organizing, planning, and prioritizing assignments, activities, and special projects in a multi-tasked environment.
Ability to schedule projects and meet deadlines.
Ability to establish and maintain effective working relationships with customers, other utilities, public regulatory agencies, and other employees.
Ability to remain calm under stressful situations.
Skill in providing consistent and creditable feedback.
Knowledgeable and supportive of company safety procedures and guidelines.
Ability to obtain and maintain an Arkansas driver’s license.
Graduation from an accredited four-year college or university with specialization in Construction Engineering, Civil Engineering, Construction Management or a related field.
Bachelor Degree from an accredited four-year college or university.
10 years of experience in engineering, construction and/or maintenance of a major water/wastewater system or related industry.
5 years of experience in supervision and management with a progression of increased responsibility.
