City Organizational Structure
Iowa City is governed by a mayor and six council members elected to four-year overlapping terms, with four at-large members and three from districts. Administration of the City organization, which is comprised of approximately 600 permanent employees, is the responsibility of the City Manager, including the appointment of the Neighborhood and Development Services Director.
Neighborhood and Development Services Position
The Neighborhood and Development Services Director manages the operational, financial, personnel and related administrative activities of the Neighborhood and Development Services (NDS) Department. The department includes the Neighborhood Services and Development Services divisions and the Metropolitan Planning Organization of Johnson County. The NDS Director ensures responsiveness to neighborhood and general community issues related to planning, community development, nuisance abatement and development services including housing and building inspection services and Housing Authority operations. The NDS Director reports directly to the City Manager, or designee, and advises the City Council on a variety of neighborhood and development related issues. The position also performs the duties of the City Building Official. The NDS Director supervises five direct reports and is indirectly responsible for 35-45 employees.
Plans, organizes, and coordinates department activities and ensures effective communication between the department and other City staff
Develops recommendations to the City Manager and City Council on policies related to planning, neighborhoods and development
Interviews, selects, and evaluates the performance of the department management staff
Performs the duties of the City Building Official
Develops expectations for high levels of customer service and ensures that all employees of the department understand and meet these expectations
Serves as a Hearing Officer for issues identified in the City Code or as requested by the City Manager
Oversees the review of development proposals and makes recommendations to the City Manager and City Council as appropriate, coordinating development review with other City departments
Monitors housing and building inspection programs to ensure that the public safety objectives of the City are being achieved
Drafts modifications to the City Code and presents materials to the City Council
Ensures close collaboration of the department and its divisions with other City Departments, state and federal agencies, neighborhood associations and various business interests in the community
Tracks compliance matters associated with state and federal grants, including activities of the Housing Authority, CDBG and HOME programs
Receives and coordinates responses to the media and public in a timely manner
Resolves conflicts as they arise
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community
Performs all other related duties as assigned
Bachelor’s Degree business, community development, urban planning, public administration, engineering, architecture, construction management or a related field from an institution accredited by DOE recognized accreditation body required; Eight years’ experience in a related field required; or an equivalent combination of education and experience. Advanced degree or certification in relevant planning or building field and eight or more years’ supervisory experience preferred. Must pass criminal background check and must reside within Iowa City city limits.
Compensation and Benefits
-Salary schedule. Starting salary to be negotiated. Range of $99,257.60 - $158,808.00.
-Medical insurance. Employees contribute $55 per month for single coverage and $95 per month for family coverage
-Dental insurance. The City provides dental insurance for employees through Delta Dental. Employees have the option of purchasing family dental coverage.
-Section 125 Plan. The City offers premium conversion and medical and dependent care spending accounts through a pre-tax Section 125 plan.
-Life Insurance. The City provides life insurance coverage in an amount equal to annual salary.
-Supplemental Life Insurance. Employees may purchase supplemental life insurance for themselves and their dependents.
-Sick Leave. City employees accrue sick leave at the rate of one day per month, up to a total of 1440 hours.
-Vacation. City employees accrue vacation at a rate of one day per month for the first five years of employment. Accrual rates increase every five years.
-Holidays. City employees receive 11 holidays and one personal day each year.
-Longevity Pay. Longevity pay of $325 annually is paid following five years of service. Longevity pay increases in five-year increments.
-Deferred Compensation. Employees may voluntarily join a deferred compensation program which includes a Roth IRA option administered by the City.
-Pension Plan. Iowa Public Employees’ Retirement System.
