Manages all procurement activities for contracts with aggregate values of $340 million and greater.
Reviews, analyzes and appraises change order requests. Performs cost and price analysis. Negotiates change orders.
Review, analyzes, negotiates and settles contractor claims: performs contact close outs.
Reviews proposed specifications, coordinates review of specifications by appropriate departments, advises project manager of review results. Develops bid items.
Establishes contract terms and conditions. Performs pre-qualification appraisals. Contracts bid/proposal process. Receives, analyzes and appraises bid results for recommendations of award.
Reviews, analyzes and appraisal responses to bids/requests for proposals. Negotiates scope of services, overhead rates, salaries, fees and other terms and conditions. Recommends award.
Ensures contractor compliance with all contractual requirements.
Manages contract administration and coordinates program administration support.
Oversees the management of multi-million dollar procurements according to federal, state and other regulatory agency rules and requirements. Advises, reviews, and approves solutions to complex contractual matters to ensure company compliance with applicable regulations.
Supervises the Transit procurement staff and/or consultants providing procurement administration or support.

Bachelor's Degree in Business, Public Administration or related area, or equivalent, and 7 years of experience in contract preparation and administration for major capital projects, including procurement experience in design-bid-build and design/build methods for major rolling stock, construction and professional services - preferably in both public and private sectors. Cost analysis skills and written and oral communication skills required. Proficiency in Word and Excel or equivalent software required. Familiarity with FTA and State procurement guidelines and principles desired. Familiarity with engineering and construction contract issues desired. One year of closely related experience can be substituted for each year of education required.
