Under limited supervision, the Director of Airport Development collaborates and coordinates planning, design and construction activities at all HCDA airports; provides input to management on design and infrastructure development; understands FAA regulations, facility planning, capital improvement projects and federal grant management; assists in ensuring that construction and contracted work and services are conducted within budgetary constraints and according to County and Department of Airports policy, codes, and standards of quality, assists the Horry County Property Manager as needed in the acquisition and management of Department of Airports property.
Overseeing updates and implementation of airport master plans, noise studies, land development plans and other development plans that affect the airports.
Construction planning functions, which include: assisting with updating the ALP and processing environmental approvals, assuring regulatory compliance, reviewing off airport development while insuring no adverse impacts to the airports airspace, regulatory compliance of storm water pollution and preventions, hazardous materials management, and air quality.
Contract administration duties include ensuring compliance with the terms and conditions by all responsible parties to the satisfaction of all requirements as written in the contracts to insure the facilitation of ongoing and cooperative contractual relationships. When contractors are found to be non-compliant, must be able to provide strong documentation insuring compliance is achieved and that the county receives full value for all expenditures.
In accomplishing tasks associated with the job; interacts and communicates with a wide range of sources. This includes without limitation: department Heads, various agencies, immediate supervisors, subordinates, architects, engineers, contractors, county personnel, city, state and federal Agencies, airport administration and other airport departments, personnel, airline personnel, the general public, etc.
Develops, edits and evaluates applicable reports, records, policies, programs, practices and procedures, and a checklist for proper management of construction, and development activities at the airports. Establishes short and long term priorities and strategies in order to meet departmental goals, and reviews and offers advice on the department’s need for modification of those priorities and strategies.
Work within County procurement guidelines; must have the ability to develop and administer RFP/Qs, etc., and to negotiate and manage contracts.
Have the ability to logically forecast short and long term budgetary needs.
Performs other related duties as assigned.
Minimum Training & Experience:
Requires a Bachelor's degree or higher in Urban or Regional Planning, Aviation Management, or related field, and over five (5) years of aviation experience. CM or A.A.E. strongly preferred. Requires excellent organizational, technical, management, problem-solving, and human relation skills. Requires an enthusiastic, self-reliant, analytical and self-starting approach to meet job responsibilities and accountabilities. Requires expert level AutoCAD and GIS software knowledge. Requires a valid driver's license. Must be able to obtain CM designation within two (2) years from date of hire.
