Posting Summary: The Contract Administrator for Construction coordinates and manages advertisements, procurements, and construction phases of contracted construction, repairs, and renovations at the University of Virginia and including multi-million dollar capital projects and critical Health System projects. They will assist the University Project Managers and Construction Administration Managers in selecting and documenting the selection of, to create and administer the contracts for, report on, and maintain public procurement files for the procurement of Construction Managers (CM), General Contractors (GC), and Major Trades contractors. The incumbent otherwise acts as a sole procurer, trainer, reporter and guide for the procurement of these construction services in accordance with the state laws and the University of Virginia Procurement Rules and the UVA Higher Education Capital Outlay Manual.
Required Minimum Level of Education: Bachelor's Degree or Equivalent
Required Specific Degree/Training: Bachelor's Degree in Business Administration or similar field.
Preferred Minimum Level of Education: Not a Requirement
Required Minimum Level of Experience: Considerable - 4 to 7 years
Required Specific Experience: A minimum of 5 years of experience in business practices and procedures, preferably procurement, design, and/or construction is required.
Without a Bachelors degree, 13 years of experience is required.
Preferred Minimum Level of Experience: Extensive - 7 years plus
Preferred Specific Experience: Prefer experience in public sector procurement.
Preferred License or Certification: A Virginia Contracting Officer (VCO), Virginia Construction Contracting Officer (VCCO) and/or the Certified Purchasing Manager (C.P.M.) certifications are all highly desirable.
Required Knowledge, Skills and Abilities: 1. Fundamental knowledge of Public Procurement Ethical Conduct. 2. Knowledge of Procurement Rules. 3. Exceptional written and oral communication skills. 4. Extensive experience in and familiarity with business practices and procedures. 5. Demonstrated ability to provide a high level of customer relations and customer service.
Required Computer Applications: Basic computer skills, including the Microsoft Office Suite of programs.
