Provide logistical, planning and operations support to core maintenance team with strategic oversight of the preventive maintenance, quality assurance, work order planning and scheduling, planned contract services, engineering, fleet management and stores operations, including developing and implementing departmental quality control standards based on industry best practices.
The incumbent will oversee and develop facilities engineering support of all Facilities Operations mechanical, electrical, plumbing (MEP) building components and systems. Provide guidance and technical support to Facilities Management (FM) Operations staff, the Project Team, the Planning, Design & Construction (PD&C) staff, as well as outside engineering consultants on projects specific to MEP and campus utility systems. Oversee and develop preventive maintenance plans for all buildings through detailed inventory and inspection to assure that all buildings comply with codes, standards and regulations and are kept in good condition. Oversee and develop procurement plans, storage and issuances of department supplies and materials of Facilities Management Stores operation.Oversees the processes of materials procurement and distribution, inventory controls and accounting, invoice matching and payment, uniforms and safety supplies, and fleet vehicle maintenance. Develop and implement an internal staff training programs to ensure all professional staff is well versed in the operation and maintenance of new equipment, buildings and systems turned over from projects to operations.Develop and implement contingency and emergency operations plans.
Requirements include a Bachelorâ™s Degree in Mechanical and/or Electrical Engineering, or similar. Advance degree preferred. 10+ years of progressive management experience in Facilities Management or an equivalent combination of education and experience. Ability to direct and converse technically with engineers and architects regarding campus utility systems for electricity, steam, water, sewer, network cabling and the maintenance, operation, design and construction of various campus buildings. Extensive knowledge of electrical, mechanical, plumbing, and building controls in the operation of buildings systems. Extensive knowledge of preventive maintenance systems and industry standards and the ability to oversee and evaluate preventive maintenance programs. Extensive working knowledge of formal work order system and computerized maintenance management systems (CMMS) software. Significant knowledge of procurement practices and standards and the ability to oversee and evaluate procurement operations. Good knowledge of functional performance testing and/ or the commissioning of building systems. Must be a strategic thinker and have the ability to effectively manage multiple projects and priorities of a similar, but sometimes opposing nature, simultaneously. Must have excellent oral and written communication skills and the ability to develop and make presentations to senior management on very short notice. Experience working in a union environment preferred.
