Under the direction of the Director of Accounting Services, the Accounts Payable (A/P) Manager is responsible for managing the Financial Administrative Services and Transactions (FAST) accounts payable team, which provide accounts payable and ProCard services to the campus. This position requires extensive knowledge of campus financial policies and procedures associated with compliance, procurement and accounts payable processes (i.e. check write processing, PO related payments, travel and entertainment, Settlement Management, Pro-Card and all direct payments). Incumbent should have proven managerial and decision-making skills, and the ability to work with a variety of customers (faculty, staff, students and outside vendors).
The Accounting Services Office has the following general responsibilities:
-Payment Management. Ensuring timely and accurate payment of faculty, staff, students, and vendors.
-Payroll Administration. Ensuring timely and accurate payroll payments; policy, regulatory and other payroll-related reporting and payment submissions; and accounting.
-General Ledger Maintenance, Fiscal Closing, and Financial Reporting. Maintaining accurate accounting records for all University funds, coordinating fiscal closing, and preparing financial statements and reports.
-Cash Control. Maintaining effective controls and monitoring over cash receipts and disbursements.
-Pro-card Management and Administration. Ensuring the effective operation of the Procurement Card program.
-Plant Accounting. Ensuring the timely and accurate accounting and financial reporting related to campus capital construction, equipment and other capitalizable assets.
-Equipment Management. Ensuring the timely and accurate accounting of capitalizable assets.
-Key Entry Services. Overseeing the operation of the key entry unit.
-Audit Management. Coordinating the annual Regents' financial statement audit and OMB A-133 audit.
-Financial Management. Providing financial management consulting services to the campus community.
Extensive knowledge of fund accounting, internal control principles, budgeting and financial analysis.
Experience and knowledge related to fiscal management principles with the ability to interpret and apply complex University, Federal, or state agency policies when managing and analyzing financial processes.
Skill in supervising employees including hiring, interviewing, organizing work-flow to accomplish established objectives, delegating responsibility, training, evaluating performance and conducting disciplinary actions as needed.
Experience working in an accounting or financial operation, preferably in an institution of higher education.
Excellent verbal and written communication skills with the ability to present information in clear and accurate formats.
