The University of Maryland, Baltimore seeks a candidate for an exciting position as Associate Director in the Department of Strategic Sourcing and Acquisition Services. The Department is responsible for procurement and contract management activities for the University including its seven professional schools and construction services for its sister campuses in the Baltimore region. The Departments contracting volume is approximately $300 million annually. The Associate Director is a senior professional position, which provides direction and supervision for the non-construction procurement functions, including IT, scientific, specialties, office equipment and services.

ESSENTIAL FUNCTIONS:
Provides leadership for the organization's procurement services function.
Establishes work standards, schedules and ensures their effective implementation in the department; assigns work to employees and trains employees in work procedures and methods; reviews employees' work for adequacy and takes steps to correct inadequate performance; approves employees' work schedules and timesheets.
Assures the procurement of all IT related purchases for the campus.
Serves as the contact person for the automation of payments that come through procurement instead of accounts payable.
Keeps abreast of processes, policies and procedures that enhance the efficiency and effectiveness of the procurement services provided.
Develops and fosters relationships with key user organizations within UMB and with critical vendors and suppliers.
Purchases goods and services as required.
Directs the daily work activities of Buyers and procurement staff.
Resolves issues pertaining to all aspects of the procurement function such as bid meetings, specifications, contract terms, delivery issues, tax and freight charges and similar issues.
Communicates understanding and support of the organization's procurement goals through actions and spoken and written words.
Performs other duties as assigned.
Education: Bachelor's degree
Experience: Five (5) years progressive procurement experience
Preferred experience: Procurement in scientific and or medical equipment and services

Possess excellent written/verbal communications skills, a proven track record of creative problem solving, strong background in scientific/medical procurements, demonstrated ability to lead, supervise and motivate others.
Demonstrated abilities to work in a very fast paced, challenging and demanding environment and possess the skills, work ethic, and finesse to interact with other top-notch professionals.
Solid understanding of generally accepted purchasing principles and practices including preparing proposals for bid, bid evaluation, contract terms and problem resolution.
Demonstrated ability to ensure the integrity of the procurement process from beginning to end.
Ability to lead, supervise and motivate others and to perform the associated paperwork.
Demonstrated ability to negotiate with vendors and suppliers and to communicate effectively both verbally and in writing.
Working knowledge of computer system used for procurement.
Ability to prioritize work for self and others and to expedite goods and services when required.
Proficient with presentation and interpersonal skills.
Demonstrated ability to analyze problems and recommend viable alternative solutions.
Leadership, coaching, and teambuilding skills to strengthen and cultivate relationships.
Ability to develop creative arrangements to minimize inventory and ensure prompt delivery of items needed.
