Reporting to the Manager - US Estimating, Project Governance & Services in Houston you will be accountable for providing estimating expertise relating to pipeline projects, compressor and pump station projects, meter station and interconnect projects. You will prepare project cost estimates from Class 5 through Class3, while collaborating with internal and external customers and other stakeholders and ensure project estimating support expectations are identified and met or exceeded. This will include critical review of estimates produced by others, reviewing existing estimating databases for reasonableness, and making industry contacts to verify material and installation costs.
Strong communication skills for estimate scoping and presentation are key and tenacity to work an estimate through to completion and on schedule are essential. The successful candidate must also ensure consistent quality that adheres to TransCanada’s Project Delivery Standard (PDS) Cost Estimating Process. This includes the cost estimate plan, cost estimate checklist, summary and detail cost estimate, cost estimate basis, and all supporting documentation for budgets, prospecting, proposal, definition and implementation phases. Candidate must be able to organize project estimates within TransCanada’s work breakdown structure, and work closely with Project Developers, Project Engineers, Project Managers, Project Controls and Project Risk groups.

Prepare cost estimates for natural gas transmission pipelines and facilities for growth, modernization, maintenance capital and removal/abandonment projects;
Prepare cost estimates for liquid transmission pipelines and facilities for growth, modernization, maintenance capital and removal/abandonment projects;
Identify information needs for developing accurate estimates, as well as identifying any technical issues related to project implementation;
Identify improved methods for project implementation (lower cost/alternative construction techniques) if known;
Monitor and improve estimating performance through incorporation of actual cost feedback into future estimates;
Collaborate with project engineering and project management groups in the sharing of lessons learned and best practices from projects to enhance our competitive advantage in developing and executing projects;
Review estimating Comparative Analysis Tables (ROM) to ensure that they continue to reflect current market conditions;
Develop and implement improved estimating guidelines when identified;
Maintain benchmark information for cost trending and estimate review purposes;
Monitor cost and productivity trends within the U.S. for estimate refinement;
Work closely with the Calgary Project Controls/Estimating team in implementing consistent estimating standards, processes, and procedures;
Work with the Calgary based estimating team and the estimating community of practice to ensure estimating methodology practices are consistent with those being used throughout TransCanada;
Work closely with other cost estimators when required, and support a learning environment and
Provide assistance to other internal engineering and project support groups in developing cost estimates and change order reviews for large projects when needed.
Knowledge and understanding of estimating principles and practices and general industry knowledge in the application of these principles to produce credible cost estimates:
10 years of experience in estimating/construction/project management;
Familiarity with industry contacts to confirm reasonableness of major material costs and contractor costs;
Familiarity with natural gas pipeline and facility construction techniques and approximate construction durations;
Familiarity with liquid pipelines and facility construction techniques and approximate construction durations;
Familiarity with and/or ability to learn use of Sage Estimating (Timberline) software;
Familiarity with Microsoft Office suite of software tools, including Excel, Word, Outlook, PowerPoint, Projects, Visio, etc.;
Comprehensive understanding of capital projects and the Project Management process;
Ability to apply estimating principles to new projects;
Ability to explain the basis of estimates produced and/or reviewed and to defend their credibility;
Project construction experience is a major asset.
Education / Experience
Requires post-secondary education and minimum 6-8 years of estimating experience;
Technical degree or equivalent, combined with related experience (10+ years) or tradesperson would be an asset;
Experience in conceptual estimating and ability to perform quantity based estimates is an asset;
Demonstrated experience in a project environment, including project management and field construction experience;
Relevant experience in the oil and gas industry with knowledge in pipelines, compression and metering facilities is preferred;
Knowledge of quantitative risk analysis and project scheduling would be an asset;
Fluent in spoken and written English language.
