The Financial Specialist II is a position in theController's Office that is responsible for coordinating the accounting andreporting function of all University plant funds, which includes unexpendedplant, retirement of indebtedness, renewal & replacement, and net investedin plant funds.
-Responsible for working with campus Chief Business Officers to analyzenew capital projects for debt feasibility and to provide pro forma operatingstatements to the Tennessee State School Bond Authority (TSSBA) to justifyfunding.
-Reconcile and initiate payments for debt service for commercial paper(monthly) and bonds (semi-annually).
-Provide future debt estimates to campuses for budgeting purposes.
-Final approval of all charges related to major university constructionprojects and assures that payments are in agreement with contracts betweenbuilders and the university.
-Holds retainage on construction contracts and applies interestearnings.Oversees 1099 reporting to IRS.
-Optimize the university's cash position by coordinating timelyreimbursement from the State of Tennessee via capital appropriations.
-Prepares several schedules for the annual Report of the Treasurer.
-Assists in IPEDS reporting.
-Maintain equipment inventory reporting application using MicrosoftAccess.
-Supervise section staff in Associate Controller's absence.
-Assist in hiring and training of new staff.
-Other duties as assigned by the Associate Controller, Controller, andTreasurer.
