To develop, implement and review plans to control right-of-way maintenance costs in service center territory. To ensure the prompt maintenance of existing transmission right-of-way and the detection of potential right-of-way problems in service center territory. To build and foster good relationships with property owners in service center territory. To develop a working relationship with the Expansion Line Inspectors to ensure that no potential problems are present after initial right-of-way is cleared on new projects.
Prepares the annual work plan and capital and operating budgets and presents to the team. Reviews the work accomplished and the expenditures compared to the work plan and budget.
Inspects right-of-way and makes recommendations for specific maintenance programs.
Inspects and monitors work of outside right-of-way contractors. Ensures work is completed in accordance with contract specifications.
Maintains all necessary files and records as required, and handles all associated administrative duties such as progress reports, mileage and expense reports, spraying records, time sheets, etc.
Maintains computerized right-of-way database.
Maintains an Herbicide Application License. Coordinates work and consults on vegetation management.
Investigates and evaluates damage and claims with regard to right-of-way maintenance and clearing.
Negotiates, in consultation with Leadership when applicable, settlement for damage claims.
Initiates methods to reduce or eliminate possible claims of damage against EKPC as a result of right-of-way maintenance operations.
Develops and prepares bid documents for the purpose of contracting right-of-way maintenance.
Develops and administers right-of-way management contracts, substation-mowing contracts, and substation spraying contracts (hand and aerial).
Performs right-of-way aerial patrol.
Represents EKPC and educates property owners about transmission maintenance projects.
Interprets legal documents such as contracts, deeds, easements, leases, permits, etc.
May be required to work in field to accomplish team goals.
Must be able to operate a chain saw safely and have experience in falling (cutting) a tree or trees around a transmission line.
Performs other duties as assigned.
High School diploma or equivalent required.
Additional related training or Associate's degree in a related field preferred.
Forestry degree preferred.
ISA Certified Arborist or ISA Certified Arborist Utility Specialist preferred.
Five (5) years of related experience. Experience in the administration of right-of-way management contracts preferred.
Skills and Abilities:
Reads and interprets EKPC Electric Transmission Specifications and Drawings Book and Plan and Profile Sheets.
Knowledge of the construction and maintenance of electric transmission lines.
Effective communication skills required.
Computer skills required.
Project management skills required.
Aerial patrol experience preferred.
Forestry experience preferred.
Vegetation management experience preferred. Must have, or be willing to obtain, and maintain a Herbicide Application License.

Conditions of Employment
Must maintain a valid driver's license.
Must live within one (1) hour driving time of the Service Center or other agreed upon location within service territory. Telephone required.
Occasional overnight travel.
Required to perform work while riding in a helicopter or fixed wing aircraft.
Work is in and around energized facilities.
Working conditions may involve extended periods of walking across rough and uneven terrain. Regular lifting up to 20 lbs. and occasional lifting up to 100 lbs. required.
