Manages all functions of the El Paso County Park Operations Division to include maintenance and operation of public parks, trails, open space areas, projects, and support services. Facilities include regional parks, open spaces, trails, County fairgrounds, nature centers, and landscape maintenance for County office buildings. Park Operations Division includes 22 full-time staff.
Manages County park operations to achieve goals within budgeted funds and available personnel; reviews progress and directs changes in priorities and schedules as needed.
Develops division budgets based on staffing and resource requirements, cost estimates and department goals. Monitors and documents expenditures.
Develops short and long-range plans for the maintenance of the County Parks system to meet the goals and objectives of the County.
Assists the Community Services Department Director in recommending policies in matters regarding parks, trails and open spaces. Establishes and implements procedures and standards for the efficient and effective operation and maintenance of County parks and other community facilities.
Provides managerial leadership and supervision, including assisting staff in resolving complex issues.
Oversees division personnel practices; recommends staff, provides training, evaluates performance, and develops and monitors corrective action plans.
Represents the County with citizen groups, government agencies, and advisory committees regarding parks, open spaces, and community facilities. Reviews and responds to public concerns.
Manages work of consultants, ensuring work is completed in a timely and cost effective manner.
Promotes a positive 'can do' atmosphere in division operations. Promotes innovation and creativity in all facets of park operations. Creates an environment where division employees feel empowered and collaborative problem solving is encouraged.
Provides exceptional customer service for our citizens and maintains effective working relationships with internal and external customers.
Performs other duties as required.
Salary: $80,000 Annually / Depends on Qualifications
Bachelor's degree in Park Management, Public Administration, Landscape Architecture or related field;
Minimum five (5) years of related management experience;
Working knowledge of the principles and procedures in the design, construction, and maintenance of public parks and facilities;
Ability to analyze financial information. Must be able to accurately perform mathematical calculations and use Generally Accepted Accounting Principles (GAAP);
Proven understanding and successful implementation of supervisory principles and practices; demonstrated ability to guide, direct and motivate;
Strong written and verbal interpersonal communication skills;
Proven ability to work effectively with staff and the general public;
Must pass conditional post offer background investigation, drug screen and motor vehicle check.
Must possess and maintain a valid Colorado Driver's License.
