Towson University is accepting applications for a Landscape Technician in Facilities Management to perform technical and manual work, which is performed alone or in part of crew, involving stormwater system inspections, maintenance and repairs. Inspections include storm drain inlets, yard inlets, pipes, ditches and streams. This position is required to perform technical work within an office environment as well as manual labor in the field. The employee will be required to perform physical labor in all types of weather conditions, using a variety of tools and equipment. Under general direction from the Landscape Services Supervisor the employee helps ensure compliance in executing the University's MS4 (Municipal Separate Storm Sewer System) permit with the State of Maryland Environmental Protection Division (MDE) as well as the University's NPDES General Permit. Work requires a significant level of independence, self initiative, program knowledge and self confidence in group activities. Work involves frequent field visits to inspect work in various stages of completion and analyzing the source of illicit stormwater discharges.
The Landscape Technician performs stormwater system inspections and repairs, including inspecting storm drain structures, piping and ditches; installing drainage pipes, repairing storm drains. Assists with the inspections of High Visibility Pollutant Sources (HVPS), industrial storm water structures, detention ponds, creeks and ditches. Performs grounds maintenance including: removing leaves, weeds, and debris from storm drains, drainage ditches, and catch basins; removes litter and debris; clear weeds and brushes and collects trash and litter from storm water systems. Assist with the repair of catch basins, outfalls, junction boxes, yard inlets, detention ponds, illicit discharges and other storm water systems to insure all aspects of the systems are functioning properly.Performs landscaping activities such as planning and layout of projects, planting and cultivating shrubs, trees, turf and flowers and pesticide applications. Operates/utilizes a variety of equipment or tools associated with activities; truck, mini excavator, storm water monitors, diagnostic instruments, camera, global positioning systems, measuring devices, hand tools and cement. Maintains a safe work area, including placing and removing cones, barricades, warning devices; clean up work sites upon completion of job, pick up all tools and equipment; secure the jobsite if returning later; clean vehicle and equipment as permitted by stormwater management regulations; maintain tools and equipment in safe and operable conditions; safely use, mix and dilute all chemicals according to direction labels; and when operating a motor vehicle, observe safe driving principles and practices. Advises and instructs grounds personnel in erosion control, mowing practices,pruning and applications of pesticides to fields, landscape, detention ponds, creeks, catch basins and other areas of standing water.Assists in the preparation of reports, documents inspections, photographs property conditions and maintains required records. Operate computer to enter email retrieve work orders, time sheets reports,etc. uses other computer programs. May perform additional duties including assist other shops as requested or required particularly in emergency situations. Performs snow removal.
This position is an Essential Personnel position for emergencies such as snow removal, special events, storm damage, power outages and other emergencies that occur within Facilities Management. Schedule must be flexible in order to meet departmental needs.
Bachelor’s degree environmental science or related field and two years of experience in landscape construction, agronomy or landscape maintenance work or experience in stormwater/environmental regulatory/inspection field OR an equivalent combination of education and experience. Candidate must possess working knowledge of grounds maintenance practices and of the methods and techniques for planting seeding, and caring for lawns, gardens, shrubs and trees; thorough knowledge of and skill in the operation and proper care of assigned hand and power tools and equipment; and the ability to organize and coordinate grounds maintenance work and provide guidance and instruction to grounds personnel. Strong communication and computer skills required as well as the ability to work at heights up to 35 feet, perform heaving lifting, and work in adverse weather conditions. Applicants must possess and maintain a valid Maryland Noncommercial Class C or equivalent driver’s license with no more than 5 points.
The ability to be licensed by the State of Maryland as a Maryland pesticide applicator within 6 months of hire preferred. MDE Responsible Personnel Training (green card), successful completion of Maryland Certified Professional Horticulturist (CHP) exam or certification from approved associations also preferred.
Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
A Criminal Background Investigation and pre-employment physical are required for the hired candidate and the results may impact employment.
