SW Pennsylvania Mid-market Specialty Contractor with multi-state operations seeks seasoned HR Manager to lead the people programs and policies that drive operational success. The HR Manager develops, implements and oversees comprehensive program to ensure that Human Resources serves as a resource for development of the Corporation’s greatest asset, its employees, by designing and executing strategies to support Operational and Administrative efforts to recruit, retain and develop the best employees possible. The position requires a “customer service” approach collaborating with, and meeting the needs of, our four (4) operating business units. The primary focus of the HR Manager includes:
Strategic Human Resources Direction - Insures the development of Penn Line’s greatest asset (its people) by recognizing needs; developing, recommending, and communicating strategies; advising the President on related strategic labor matters.
Recruitment - Provides effective, diverse, decentralized recruiting support to all operations.
Positive Work Environment - Supports operations with providing programs that foster a positive work environment for all employees.
Employee Development - Supports employee development throughout the organization based on short-term and long-term workforce needs.
Financial Objectives - Develops, administers and monitors an annual Human Resources budget.
Regulatory Compliance - Identifies legal requirements and government reporting regulations affecting the Human Resources function, including: Equal Employment Opportunity (EEO) compliance; Office of Federal Contract Compliance (OFCCP); Department of Transportation (DOT) commercial driver compliance; Family Medical Leave Act (FMLA) compliance; and, Americans with Disabilities Act (ADA) compliance. Provides guidance regarding legal and regulatory factors in the areas of employee rights, training, compensation, benefit programs, and employee relations.
Supervisory Responsibilities - Manages the Human Resource Department staff assigning appropriate work based on each employee’s position. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Four year relevant degree (Masters preferred) with 3 years HR Manager Experience; or equivalent combination of experience/education
Construction experience helpful
Professional designation (SHRM/HRCI) preferred
