The reporting location for this position will be the Norman M. Cole, Jr. Pollution Control Plant at 9399 Richmond Highway in Lorton, Virginia.
Serves as the project manager and construction manager for the implementation of major wastewater treatment and collection projects. Negotiates and manages engineering design contracts, procurement and administration of construction contracts, and ensures that projects are executed within established budgets and schedules. Ensures that user agency requirements are incorporated into the design and construction of complex county wastewater treatment and collection projects. Reviews plans and specifications for constructability and for compliance with all local, state and federal code requirements. Leads efforts to conduct value engineering studies and cost estimates; and evaluates projects for energy conservation, environmental considerations, and operational and maintenance requirements. Prepares special studies, project status reports and budget update reports, change order and schedule analysis, and quality control site inspections to ensure conformance to construction documents as assigned. May also prepare project designs or perform other duties as required. This position resides in Capital Facilities, Wastewater Design and Construction Division, in the Department of Public Works & Environmental Services.
MINIMUM QUALIFICATIONS: Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.
CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
Must have a valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: Bachelor's degree with major course work in civil/environmental engineering or related field plus five years of progressively responsible project management experience in the wastewater engineering design and construction field. Outstanding oral and written communications skills. Experience in planning, budgeting, design, construction, project management, and construction contract administration of complex wastewater treatment and collection projects. Knowledgeable of various wastewater treatment and collection processes and wastewater treatment plant operations. Detailed knowledge of local, state, and federal environmental regulations. Demonstrated expertise in managing multiple capital projects concurrently. Demonstrate innovative and efficient project management practices for the expedited completion of capital projects. Experience in conducting public meetings on capital project issues. Experience in the use of Microsoft Office computer software, especially Word, Excel and PowerPoint. Advanced information technology skills including AutoCAD, GIS, MS Project/Primavera and Access. Must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service to user agencies and project stakeholders.
PHYSICAL REQUIREMENTS: Must be able to physically negotiate rough terrain and typical construction sites, be able to hear normally in order to recognize backup alarms of the construction equipment. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings.
