CBRE Heery seeks a Sr. Project Manager / Program Manager for a school district construction program in New Orleans, LA.
The Sr Project Manager/Program Manager will successfully lead, manage and execute projects simultaneously. Projects will range in construction value and complexity from $10 million to $100 million. In addition, the Sr. Project Manager/Program Manager will lead other Project Managers and staff.
The purpose of this position is to monitor construction projects for clients, with direct accountability for project delivery. The Sr Project Manager/Program Manager oversees and coordinates all facets of the design to construction phase of all projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Plans, organizes, directs and reports construction management activities and progress to upper management and client
Coordinates with public agencies during design to construction to comply with off-site work.
Manages both the project budget and schedule to meet the District's qualitative standards
Performs day-to-day contract administration including assisting in bid analysis, pre-construction meetings and related award coordinating activities
Reviews contractors' initial construction schedule, submittals, schedule of values, and responds to contractor inquiries
Manages and coordinates project team and contractors in communicating directives and ensuring the project scope is built according to plans, specifications, and cost limits
Conduct periodic site visits to monitor the progress of construction, review status of work completed during the period covered, review that work is generally proceeding in a good and workmanlike manner and in general accordance with the approved drawings and specifications.
Review contractors' direct cost payment requisitions and budget status, review of subcontracts, bonds/subcontractor default insurance, review of change orders, review of Developer's monthly Job Cost Reports, opine on adequacy of contingency, review of construction and disbursement schedules, review of lien waiver and other documentation submitted by the Developer.
Prepare Project Status Reports and recommend the release of construction funds.
Review contract drawings and specifications for completeness and general compliance with commonly accepted architectural /engineering best practices.
Review and comment on construction and disbursement schedules as well as other submitted document including but not limited to: zoning approvals, certified surveys, building permits and approvals, utility company approval letters, soil and foundation engineering reports, and designer's certification of code and ADA compliance.
Other duties as assigned.
Provides formal supervision to individual employees within single functional or operational area. Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values.
Manages 3rd party project delivery resources/team (typically larger more experienced team). Responsible for identifying training needs, tracking performance, coaching, and motivating team members.

EDUCATION and EXPERIENCE
Bachelor's degree (BA/BS/BEng/BArch) from College or University in a technical area of study.
Prior experience in a supervisory position (direct report responsibilities) required
Minimum six years of . project/program management experience for large construction projects
CERTIFICATES and/or LICENSES
PMP (US and/or Canada) and LEED AP preferred.
A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI), a PE or Registered Architectural License is preferred
Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.
Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports.
Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.
OTHER SKILLS and ABILITIES
Intermediate skills with Microsoft Office Suite. Ability to read and understand architectural drawings. Knowledge in MS Project, leases, contracts, and construction practices.
