PURPOSE: The Resident Engineer (RE) III serves as the owner representative as an expert level Engineer, independently managing concurrent multiple straightforward and/or moderately complex major construction projects at the Port of Seattle primarily at SeaTac Airport. Projects will include multiple disciplines that occur concurrently but are primarily focused on building infrastructure. Position may have full supervisory responsibilities for Inspectors and lower level Engineers.
ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:
Serve as principal point of contact (designated as “Engineer” in contracts) for all construction issues related to assigned major construction projects that range from $300K to over $200M. Supervise the work of Port contractors. Operates effectively in a high pressure, constantly changing, time sensitive environment. Manage project teams that are on varying works schedules. Perform constructability reviews and provide comments on design drawings and contract documents. Compose Contract Division 1 documents to align with project procurement strategies and constraints. Manage, coordinate and facilitate the day-to-day activities of major construction projects ensuring that projects are constructed within the scope of the project, on schedule, and within budget. Continually assess and determine priorities of tasks related to project construction issues that vary from known and planned impacts (e.g. planned utility outages, holiday travel, etc.) to unexpected (underground obstructions, broken utilities, riot, etc.).
Provide immediate responses in situations where there is little time for evaluation and consultation. Review and enforce contract requirements, issue contract changes, negotiate change orders and cost/time impacts, provide direction on change issues. Manage and minimize risks and impacts to Port operations, costs, schedule, etc. Ensure timely execution of construction documents from contract award through project closeout. Evaluate and review estimates, design change notices, contract documents, and potential claims; and mitigate potential cost/schedule impacts. Coordinate construction activities by ensuring compliance with federal, state, local and Port regulations and guidelines.
Provide project leadership with regard to all construction activities including project development, bidding, execution and closeout. Be a champion for safety in the workplace. Proactively mitigate potential safety issues/concerns. Partner with stakeholders to review, evaluate and respond to contractor Requests for Information (RFI) and provide a consolidated response that provides contractual direction to the contractor. Responsible for contract documentation, and oversight, and determining contractor payments. Demonstrates a continual learning culture for improvement of self, processes, and others. May supervise the activities of one to three internal staff.
KNOWLEDGE, SKILLS & ABILITIES: Advanced technical knowledge of a variety of construction operations, methods, materials, costs and equipment; advanced knowledge of project construction management and inspection practices, procedures, and techniques; project management principles, practices and procedures including cost estimating and managing project budgets and schedules. Advanced knowledge of federal, state, and local regulatory agencies and related regulations, guidelines and procedures as they related to Port major construction projects. Familiar with and highly knowledgeable with various construction contracting methods (i.e. Design Bid Build, GC/CM or Design Build).
Highly developed verbal and written communication skills; effective negotiation and facilitation skills. Ability to manage and supervise staff including directing and prioritizing assignments, evaluation performance, solving personnel issues, promoting teamwork and a safe and healthy work environment. Demonstrated ability to delegate assignments and tasks to supervised staff or other project team members. Ability to resolve politically sensitive or controversial issues. Ability to manage multiple complex projects simultaneously. Demonstrated ability to maintain effective relationships with internal customers and stake holders as well as local, state and federal agencies.
QUALIFICATIONS: Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:
Bachelor’s degree in Engineering (Civil, Electrical, Mechanical, Structural), Architecture, Construction Management or related field;
Eight (8) to ten (10) years of experience in construction project management, contract management, inspection, cost estimating or scheduling.; and
Experience in a formal lead or supervisory role, providing leadership and coaching to others; or
Three (3) to five (5) years as a Port Resident Engineer II and a demonstrated ability to successfully perform at the RE III level.
Master’s degree in business, public administration or related field;
Experience managing projects with complicated budget and scheduling issues.
Prior Construction project management experience at an airport or similar 24/7 operating facilities; and/or
Professional certification, which could include: Professional Engineer (PE) license, Registered Architect (RA), Certified Construction Manager (CCM).
