Position Summary: Lead transmission design and survey sections to ensure safe, reliable, efficient and environmentally sound design of HV transmission facilities in compliance with latest RUS, NESC, Brazos and industry guidelines and standards. Serve as transmission line design Subject Matter Expert (SME) and represent Brazos Electric Power Cooperative, Inc. (BEPC) in relationship with business partnerships, government entities, general public and member cooperatives. Responsible for supervising, directing, and developing employees by providing clear direction, ongoing coaching, and timely feedback. Responsible for providing consistent management of employee performance using Proactive Performance Coaching models. Perform other duties as required.
Tasks, Duties, and Relationships: Lead, direct, coach, train and supervise the civil transmission line design and survey staff to maximize productivity. Oversee and mentor transmission line design personnel in determining the best location, type and methods of design and installation for transmission line facilities. Assign duties to in-house design personnel and recommend outsource engineering personnel when required to meet project design demands according to project load. Act as expert and mentor to direct/indirect reports, encourage knowledge transfer among employees, continuous improvement and cross-functional business processes. Prepare, review and submit RUS construction contracts and design documents. Develop and maintain civil line design standards. Examine design of and make recommendations for infrastructure crossings of HV transmission lines such as pipelines, water lines, other electric utilities, bridges, roads, railroads, etc. Develop and file appropriate crossing permits to governmental and regulatory entities such as FAA, Corps of Engineers, TxDOT, Texas RRC, etc. Specify, review and approve purchase orders. Provide regular employee feedback and evaluate performance using the corporate performance appraisal process and other tools. Supply budget information and feasibility studies to other disciplines and management as required. Prepare transmission line budget estimates for construction and planning. Provide routing/ROW support and expertise during the CCN process. Determine length of project, coordinate project with construction, planning and operations to avoid interference with existing projects. Revise project schedules and assignments as necessary to meet current design and construction project demand. Review and recommend short and long range planning activities with planning department, member cooperatives and other utilities. Ensure compliance with safety policies and procedures, maintain safety awareness and promote all aspects of BEPC’s safety program in a compliance culture that promotes continuous improvement and proactive measures. Provide construction and line maintenance support to BEPC crews, inspectors and contract personnel. Maintain relationships with internal personnel at all levels of the organization, including Manager of Transmission, Manager of Project Services, Planning Manager, District Managers, Consulting Engineers, Member Cooperatives, other utilities and RUS to exchange information and provide advice and work direction. Foster a positive work environment and administer BEPC’s policies and work rules. Fulfill duties as transmission line SME to federal, state and local agencies including the PUCT, RUS and NERC. Work in concert with regulatory, ROW and other engineering disciplines to oversee surveying crew(s). Maintain current working knowledge of National Electrical Safety Code, RUS design requirements and how they are interpreted and applied to the Cooperative.
Education & Experience Requirements: Bachelor’s degree in Civil Engineering from an ABET accredited university. Bachelor of Science degrees in engineering disciplines other than Civil Engineering will be considered with 10 years relevant industry experience with at least four years proven leadership skills in position equivalent to Supervisor-Transmission Design. Registration as a Texas Professional Engineer or ability to obtain licensure in Texas upon employment is required.
Physical and Environmental Requirements: Requires working inside in a controlled environment and occasionally outside in varying weather conditions, sitting for extended periods of time, working overtime and traveling at times with short notice, hearing within normal range, hearing aids are permitted, vision within normal range, corrective lens are permitted and a valid driver’s license.
