The Water Quality and Resource Recovery Department Manager is responsible for executive direction, strategic leadership, and management of the Water Quality and Resource Recovery Department, which includes the administrative, operational, and maintenance division of the water and resource recovery plant, recycled water storage and transmission, and related facilities and lift stations.
With the assistance of subordinate managers, supervisor, contractors, and staff, this executive leadership position oversees the work of the Department and assists the General Manager in the overall delivery of high-quality effluent, regulatory compliance, effective and efficient processes and systems, resource development and recovery programs, quality assurance, predictive an preventative maintenance programs and services, and plant safety.
This position provides technical assistance to and assists in coordinating the activities of consulting engineers, and reviews and assists in the development of plans and specs for plant construction projects and equipment. The incumbent is accountable for maintaining effluent standards within Federal, State and local regulations, the preparation and review of periodic reports regarding wastewater quality treatment and representing the District and making presentations to other governmental, regulatory or private organizations, at public and professional meetings, with media representatives or District employees.
Ideal Candidate Profile - The ideal candidate will have experience managing water quality and resource recovery projects at a water or wastewater plant, and knowledge of local, regional, state and federal collection system related programs. Candidates must know and understand applicable Federal, State and local laws, codes and regulations. and is responsible for ensuring system compliance with the District’s National Pollution Discharger Elimination System (NPDES) permit. Will be an experienced mentor with strong leadership and employee development skills, able to negotiate and collaborate well with diverse groups of stakeholders, and approach organizational issues strategically. They will maintain a professional and approachable demeanor, be innovative and recommend and pursue options that are unique, effective, and viable. Candidates should have demonstrated experience with achieving goals and objectives through the coordination and collaboration of subordinate staff, while fostering continuous improvement and innovation. Qualified candidates will be collaborative leaders comfortable making independent decisions and be successful in motivating and engaging others while fostering integrity and honesty.

located in Richmond, CA, several miles from
one another. The WCWD customer base of
approximately 100,000 residents is within
a service area that incorporates 34,000
residences and 2,450 commercial/industrial
businesses within the cities of Richmond
(northern sub-divisions & north Richmond),
San Pablo and designated sections of Pinole.
