Operates as owners representative on Women & Children expansion with users, architects, engineers, construction manager, County & Code officials, and CCHS management on scope, schedule, and budget.
To provide leadership, project oversight and technical expertise for major new construction and renovation projects, initially Women's & Children's building. Leads design development, architect selection, construction budgeting, bidding document development, and contractor selection process. Manages day to day operations for Design & Construction Services including operating budget development and expense management and capital construction budget management.
Together with Vice President, develops multiyear strategic facility development plans and departmental objectives. Sets priorities and project assignment for project managers. Participates in performance evaluations, goals and development opportunities with staff
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Confers with management and medical/dental staff in planning, evaluation and costing regarding proposed projects, and advises Project Administrator of the impact of their decisions on project cost estimates, scheduling and quality.
Proposes and undertakes feasibility studies, submits alternatives and recommends courses of action for programs and projects.
Prepares preliminary cost studies for capital improvement projects and makes final budget cost recommendations as to the advisability of construction projects.
Prepares schematic designs and ensures that the design concept and details are properly executed in the construction and bidding documents for the implementation of approved programs and projects.
Gathers and evaluates data pertaining to physical and functional planning, prepares reports indicating findings, and consults with management to determine project priorities.
Manages construction bid and award process.
Monitors construction progress to ensure that the contractor is following the design, using specified materials, and meeting the specific standards for the quality of work.
Reviews and makes recommendations on proposals, schedules, billings, and performance. Approves contract payments.
Attends meetings of various committees as required.
Performs assigned work safely, adhering to established departmental safety rules and practices. Reports to supervisor, in a timely manner, any unsafe activities, conditions, hazards, or safety violations that may cause injury to oneself, other employees, patients, and visitors.
Performs other related duties as required.
SCOPE, PURPOSE, AND FREQUENCY OF CONTACTS:
Regular contact with consultants, contractors, vendors and government regulatory officials when conducting construction and capital improvement projects. Occasional contact with Senior leadership, Administrative, and Medical/Dental staffs.
DIRECTION/SUPERVISION OF OTHERS:
Manages activities of outside Designers, Contractors, and Consultants, which may involve multiple contracts currently.
Participates in work assignments for office staff, Project Managers, Project Designer, Construction Project Manager, Administrative Staff, and Staff Accountant.

EDUCATION AND EXPERIENCE REQUIREMENTS :
- Bachelor's degree in Architecture from an accredited School of Architecture
- Master's in Business Administration preferred
- Minimum of ten years progressively responsible architectural experience
- Design supervision and experience in medical facility design desirable
- An equivalent combination of education and experience may be substituted.
- Business experience of managing professionals and annual budgets.
KNOWLEDGE, SKILL, AND ABILITY REQUIREMENTS:
Knowledge of Architectural design, drafting and layout procedures
Knowledge of institutional building design and codes
Knowledge of preparation and administration of professional services and construction contracts
Knowledge of managerial and supervisory methods and techniques
Ability to translate the purpose, requirements, and cost of a project into a design concept
Ability to incorporate building codes, zoning laws, fire regulations, and other pertinent ordinances into design
Ability to prepare designs and conduct feasibility studies within reasonable time constraints
Ability to effectively monitor construction progress and prepare construction update reports
Ability to visualize spatial relationships and solve technical problems
Skill in developing project ideas, evaluating data and proposals, conducting feasibility studies and administering contracts
Skill in developing and maintaining cooperative working relationships when developing construction and capital improvements projects
Skill in developing multi-project scheduling in Flow Chart format
Skill in oral and written communications
Delaware registration and licensure as an Architect; or acquire same within a year after the date of hire.
Frequent sitting with intermittent standing and walking.
Generally comfortable office environment with occasional exposure to hazards of construction site activities.
