Target critical business problems and develop appropriate technologies/methodologies for their resolution. Coordinates fiber development and production activities. Serve as Project Manager lead for Lumbee River Electrical Member Cooperation (LREMC) efforts to provide technical and administrative contributions in the delivery of fiber in support of LREMC, dark fiber lease and Fiber- to-the-Home (FTTH) through design, development and operations.
Serve as the secondary point of contact and oversight for fiber in support of LREMC and its fiber subsidiary
Employs the designed fiber optic outside plant network
Maintains awareness of core infrastructure necessary to support dark fiber lease agreements and internal LREMC use
Integrates forecasted fiber additions in a timely fashion throughout the lifecycle of the work order
Contributes to decisions on network additions based on need, diversity, technology availability and reuse of existing fiber transport routes
Review and adjudicate staking documents from the fiber field engineer technicians and EMC field engineer technicians as it relates to the fiber footprint
Performs engineering design tasks in support of broadband connectivity
Records and maintains accurate records on fiber connectivity throughout the network. This information must be clear, legible, accurate, and easily accessible especially in critical outage and disaster periods.
Responsible for gathering, validating and maintaining a fiber transmission test results for all new fiber additions and links
Inspect work order jobs executed by internal and contracted partners in a deliberate and standard mechanism that leads to by job, job type and time driven (i.e. monthly, quarterly, annually) frameworks
Implement fiber designs of plant facilities and fiber equipment as needed with plant upgrades, transmission networks, and special projects. Contributes to calculating link budgets for deployment of new transport and distribution systems
Maintains up-to-date knowledge of all phases of the Cooperative’s outside plant network. Strives to accomplish optimum utilization of outside plant facilities
Maintains an effective relationship with vendors, contractors, and connecting companies
Closely work with the Engineering and Operations (E/O) department on work orders that impact fiber
Assists plant engineering technicians with necessary information and guidance to stake various projects
Responsible for getting cable location information for plant personnel as requested
Assists field personnel through the correct interpretation of plant records; utilizing maps, schematic diagrams, staking sheets and work order information
Operate and interpret optical time domain reflectometer (OTDR)
Responsible to ensure implementing outside plant fiber engineering and design that are in compliance with telecom standards and specifications, FCC and Consumer Product Safety Commission (CPSC) rules and regulations, all pertinent and business policies of the Cooperative
Oversee the use of G.P.S., Futura, CresentLink and/or other geospatial software as well as the functions associated with automated mapping and staking to assist in the coordination and construction of major distribution projects to include: stake line conversion jobs, draw up work orders, maintain a log of maintenance, inventory, and system improvement conversions in the work plan.
Completes and forwards fiber work orders to accounting for closeout
Inspect no less than 25% of monthly closed work orders
Reviews and approves fiber invoices and contract payments
Contribute to the development of departmental budget development and 5 year plan
Provide monthly and as requested metric and summary reports related to fiber operations
Contribute to the development and refinement of LREMC Technologies, LLC business processes of as it relates to processing work orders, contracts, regulatory filings and other cooperate and subsidiary documents.
Serves as the first point of contact in all outside plant contractual support oversight, monitoring, and problem resolution for fiber.

Responsible to see that vehicles, tools and working equipment assigned to the department are properly used and maintained. Accurate reporting of accidents.
Performs other duties as assigned in order to meet the overall objectives of the department
Associates degree in Engineering from a two-year college or university or equivalent experience required.
B.S. Degree in Engineering, Computer Engineering, Computer Science, Management Information Systems or equivalent desired.
Certification in Fiber Optics (i.e. Certified Fiber Optic Technician) preferred.
Two years previous project management experience required.
At least two years of extensive experience with hands-on fiber optic network infrastructure documentation required.
Extensive experience with Excel, drawing package such as Visio or AutoCAD, GIS software and advanced working knowledge of a variety of other computer software programs and applications.
Experience in the management of financial budgets.
Must demonstrate a proven track record of success with program management, project management and working across business units to develop a cohesive strategic systems plan and competently articulate plan.
Must be able to analyze application and systems needs and opportunities across all business units and articulate those needs in a strategic business plan.
Must stay abreast of current technology trends and apply them in a business environment.
Must be able to target critical business problems, develop appropriate technologies/methodologies for resolution and work effectively with leadership team of all business units to implement the identified solutions.
Must manage and develop project plans for systems development, implementation and operational support activities.
Must be skilled in motivating, training, and evaluating departmental unit in order to obtain the highest degree of productivity and be responsible for the development of unit capabilities.
Advance knowledge of Centralized and Distributed split designs.
Must possess and maintain a valid driver’s license.
Working Conditions / Physical & Emotional Demands:
The position may require lifting/carrying and pushing/pulling weights in excess of 50 lbs. with assistance.
There will be continuous waist level reaching where employee will be reaching for items around the desk.
Occasionally the employee will have to reach below to get an item from a file drawer.
Employee will be pushing and pulling on an occasional basis opening file drawers and moving chairs and tables around.
In using the personal computer, getting things from around the desk, being on the phone, and doing other tasks, the employee will be twisting and rotating continuously on a daily basis.
Employee must have good finger dexterity in order to use the phone, computer/typewriter, and write, use tools, send faxes, all on a continuous basis.
Occasionally the employee will have to stoop or bend to get items from the bottom of shelves or the floor.
The employee will be kneeling occasionally in order to do a task on the floor or to access items from lower drawers and shelves.
The employee must practice office safety procedures and occasionally wear a hard hat.
On an average day, the employee will be standing 20% of the time, walking 40% of the time, and sitting 40% of the time. The latter is composed of being on the phone, on the computer or in meetings.
Employee must be able to read, see on the computer and be able to drive on a daily basis.
Occasionally duties may be performed outside with exposure to weather extremes.
There will be continuous need for meeting deadlines in this position.
Occasionally there may be irate customers, and the individual may have to take complaints from both internal and external customers.
Individual must possess and maintain the mental and physical competencies necessary to perform the duties of the position.
