Summary of Duties: Under general supervision, that Landscape Architect is responsible for managing and directing the design, development, and renovation of park land, recreation facilities, and public landscapes to promote the highest standards of public safety, health, and welfare for the citizens of Plano. He or she initiates and engages multiple complex park projects with minimal supervision.

Serves as the project manager for the design and construction of major Capital Improvement Program projects.
Manages and coordinates the activities, best management practices, and ordinance compliance of contractors in the execution of construction plans and activities for major projects.
Evaluate Park and Recreation facilities, medians, rights-of-way, and public landscapes; recommend improvements and budgets to such facilities, either as part of the Master Planning process or as a part of the CIP budget process.
Implement purchasing processes to administer construction bids and evaluate construction design consultants.
Prepares and delivers formal presentations to the Park and Recreation Planning Board and other boards, commissions, and citizen organizations.
Develop general provisions, standard details and technical specifications related to major park and recreation facilities and public landscape capital improvement projects to ensure that City standards are consistent with normally accepted construction practices and procedures.
Negotiates contracts,contract modifications, and change orders with consultants and contractors as appropriate.
Reviews plans to ensure compliance with Parks, Planning and Zoning, Engineering, and other applicable ordinances. Facilitate plan reviews and submittals for approval by other City divisions, boards and commissions.
Facilitates community outreach for new park projects and renovations to define community needs, solicit feedback, and gain project support; responds to inquiries and complaints. Respond to media inquiries concerning Park projects.
Assists in the preparation of annual budgets relating to various Capital Improvement Program projects; monitors expenditures; prepares news briefs; responds to media inquiries concerning park projects.
Creates Council agenda items; drafts resolutions, agreements, memorandums of understanding, and other documents for the Council’s consideration.
Regular and consistent attendance for the assigned work schedule is essential.
Performs other duties as assigned.
Typical Decisions: This position analyzes the size and scope of capital improvement projects and determines the expenditure in manpower and funding necessary for project completion. Prioritizes list of individual projects according to need, budget, and personnel coordination. The incumbent determines if proposed design and construction techniques are applicable to the situation. Advocates for the best design and value of Parks and Recreation construction projects.
Knowledge of: Principals and practices of landscape architecture, construction techniques, irrigation systems, civil engineering and the knowledge to combine them into an aesthetically coordinated and finished product; Federal, State and local environmental and land use issues and ordinances applicable to parks and recreation; State and Federal guidelines for grant administration; of basic architectural and structural engineering principles and methods; principles and practices horticulture and arboriculture; contemporary trends in park planning and landscape architecture.
Skill in: Utilizing computer aided design and drafting technology; taking measurements using GPS instruments; completing complex mathematical calculations; reading and interpreting architectural and engineering plans and blueprints; preparing landscape architectural construction plans and documents; communicating effectively both verbally and in writing.
Education: Bachelor’s and/or Master’s degree in Landscape Architecture.
Experience: Two (2) years as Licensed Landscape Architect with project management and construction administration experience.
Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law). Registered Landscape Architect in the State of Texas.
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field including traversing uneven terrain, to operate a motor vehicle, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify and direct correction methods to problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
Employees work in an office environment with frequent field work; when in the field incumbents may be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, and mechanical and/or electrical hazards. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
