Chief Financial Office for Hospital Operations in the College of Veterinary Medicine. This position exists to support the Associate Dean of Hospital Operations in efficient implementation of the Hospital budget and management of funds. Position manages and has approval authority over business, financial, budget and other administrative functions within the Department of Hospital Operations at the UT Institute of Agriculture. Position assures policy, procedure, and legal compliance in financial, human resource, and contract operations. Position manages and oversees all business operations within the unit. Position will have supervisory function.
Job Functions/Responsibilities: * Budget and financial management and administration * Human Resource, personnel and payroll functions operations * Coordinate work orders through Facility Services (Archibus) and working with Facility Planning in reference to project funds for CVM. Management and oversite of equipment for the college for equipment releases * Administers and has approval authority, in conjunction, with department head on financial, budget, and all business activities (both signatory and electronic) * Manages the departmental budget including budget development with resource-cost distribution across sections, service revenue projections, budget oversite, and maintenance of budget through entry and release of budget adjustments into the IRIS budget control system * Oversees and manages all departmental financial operations including oversite of business functions and data entry activities (purchase requisitions, sole source justifications, accounts payable, accounts receivable procurement card, internal transfers, petty cash reimbursements, etc.) * Coordinates and oversees departmental ledger reconciliation including tracking and reconciliation of internal order balances a * Assures all departmental financial operations are compliant with UT fiscal policies and procedures * Coordinates and oversees general business operations such as facility inventories, equipment inventories, vehicle inventories, etc. * Evaluate existing departmental internal business procedures and develop, then implements improvements with department head consensus. * Performs Adhoc Financial reporting from IRIS and other data base sources delivering requested information to the associate Dean of Hospital Operations and Managers of Services and College of Veterinary Medicine Budget Director * Provides financial control information to the Associate Dean of Hospital Operations regarding unrestricted (e-accounts) funding * Works in coordination with the College of Veterinary Medicine Budget Director to p and manage departmental budgets * Supervisors Departmental financial staff and oversees all the work of departmental staff as it relates to financial, human resources, and budget matters * Performs Financial and Human Resource departmental training functions for Faculty and Staff * This position is responsible for all college accounts for Maintenance, Grounds, Utilities, Computer Operations, Health Information, Client Services, Sterilization, Accounting Business Office, Central Supply, Pharmacy, Courier Service and Utility accounts. This includes analyzing data for expenses and income to ensure expenses are within the budget and if additional funds are needed or price increases are needed for Sterilization, Pharmacy, and Central Supply * Processing contracts for service agreements, equipment purchases, software license agreements, user agreements, framework orders and others as needed * Assist with other financial personnel in college as needed
Human Resource, personnel and payroll functions and operations * Has approval authority, in conjunction with department head on human resource, personnel, and payroll related business activities (both signatory and electronic) * Reviews and oversees human resource, personnel and payroll actions initiated by the department * Review and oversight includes position creation and management related budget, new hires, position transfers, and E-Forms for pay changes, funding changes, terminations, additional payments, salary transfer vouchers, etc. (both signatory and electronic) * Assures departmental actions are compliant with UT Human Resource Policy and Procedures * Performs Adhoc human resource, personnel and payroll reporting from IRIS and other database sources delivering requested information to the Department Head, Managers, and Associate Dean's offices * Evaluates existing departmental internal business procedures and develops, then implements improvements with department head consensus * Reviews the work of departmental staff who process human resource, personnel and payroll actions Coordinate work orders through Facility Services (Archibus) and working with Facility Planning in reference to project funds for CVM Management and oversite of equipment for the college for equipment releases * Works in conjunction with the Manager of Computer Operations with management of existing computer ports and coordinating service for new ports-College * Reports telephone repairs and coordinate new telephone lines for new construction for the college or additional lines for existing building and manages cellular service for department (backup for college)
