Southside Electric Cooperative is seeking a GIS Specialist to join our Engineering team in Crewe, VA. Applications must be received by 12:00 p.m. on Monday, February 10, 2020.
The GIS Specialist will be responsible for the maintenance of the Cooperative’s Geographical Information System (GIS), staking interface, and various other data interfaces to required systems. The GIS Specialist will ensure proper GIS functionality, provide necessary data, drawings, and assistance to aid in the planning, design, analysis, installation, and maintenance of the Cooperative’s electric distribution system. You will also work with, and at times, direct the activity of various contract resources related to the review, inspection, and data gathering of field equipment and will support the System Professional Engineer with system inspection and other field data gathering tasks.
What will you do if hired?
Assist in the maintenance of the Cooperative’s Geographical Information System (GIS) by obtaining, updating, and implementing all information pertaining to:
the electric distribution system that is provided by the engineering and operations teams through staking sheets and various other reports.
transportation and land-use such as roadways, waterways, and state, county, township, city, and individual property boundaries.
Assist in the preparation of system planning and operational studies by providing the system engineer(s) with an updated electric distribution system model to be used in performing engineering.
Provide GIS data, drawings, and assistance required by employees to aid in the planning, design, analysis, installation, and maintenance of the electric distribution system.
Review, develop, recommend, and manage online GIS tools and apps that may be used to enhance the field data collection process.
Provide direct oversight of the GIS system model to ensure proper connectivity at all times. Assist with the development and export of necessary planning models for system planning, outage management, and other systems as needed.
Manage the staking interface to include assisting the Staking Technicians and other field personnel with software support including assistance with new service and construction work plan editing. This position will be directly responsible for validating and committing all model changes to the GIS.
Assist the Professional Engineer with the oversight of the System Inspection programs including distribution inspections, transmission inspections, pole inspections, attachment inspections, and others as may be necessary.
Perform occasional field inspections to verify accuracy of the GIS data and provides reports of any discrepancies or hazardous conditions.
Coordinate the importing and exporting of data to and from the GIS to facilitate the sharing of information with the Virginia One-Call (Miss Utility), county governments, cities and towns, developers, police departments, fire departments, and other utilities as needed.
Utility (electric, gas, communications) experience highly preferred. Internships, Cooperative working agreements or other such experience also acceptable in lieu of utility experience.
Experience in the use of ESRI’s ArcGIS for Desktop, ArcGIS Pro, ArcGIS for Server, Arc Engine for Server and ArcGIS Online required. Training or certification in the use of AutoCAD is highly desirable.
Experience setting up, maintaining, and updating Databases.
Three years of closely related and progressive job experience may substitute for a portion of the educational requirements.
Must be familiar with RUS specifications for overhead and underground construction, the National Electrical Safety Code, OSHA regulations, and local and state codes.
You are proficient in the operations of a computer, plotter, printer, GPS equipment, range finders, and other field data gathering equipment.
You are efficient in the use of Windows based software including, but not limited to, Microsoft Office, Microsoft Access, Microsoft Excel, Microsoft Word, Microsoft SQL, and Oracle Database software.
Able to use computer programing/ scripting languages to query databases, automate tasks, or enhance software functionality.
You can efficiently use and manage the suite of GIS software including the latest ESRI server-based systems and online or app-based tools.
Proficiency with AutoCAD Drafting software.
Ability to function without supervision.
Two-year technical degree in Geographical Information Systems, Information Systems, Electrical Technology, Surveying or related field required.
Four-year degree in Geographical Information Systems, Cartography, Mapping, Civil Engineering, Information Systems or another applicable field preferred.
The selected candidate for hire must reside, or be willing to relocate to, within 60 minutes legal driving time of our Headquarters office in Crewe, Virginia.
