Under general supervision, oversees and supervises assigned staff in Design and Construction Management (DCM) work group for the City of Yuma's Engineering Department; leads development and delivery of the City's CIP; oversees design, project management and construction management of CIP projects; reviews CIP projects for compliance enforcement of engineering standards, policies and ordinances.

This is not a comprehensive listing of all functions and duties performed by incumbents of this class, which may include, but are not limited to, the following:
Plans and manages the staff and activities of an engineering work group through appropriate delegation, managerial support, and work supervision.
Reviews and approves project designs, technical proposals, documentation, contracts, agreements, work papers, and reports of project activities; assures effective communication of project issues.
Serves as the Program Manager for the City's Capital Improvement Program (CIP), responsible for leading the annual CIP update process, consulting with other City departments to understand and apply financial constraints and project priorities, and for all CIP project assignment, negotiation, execution and reporting.
Serves as the Program Manager for the City's Job Order Contracting program, responsible for all job order assignment, negotiation, execution and reporting, as well as overall program management and reporting.
Participates in the procurement/selection of professional service, technical service, and construction service providers for all CIP projects.
Oversees the design, direction, review, approval and negotiation of technical plans, specifications, change orders, schedules and contracts for City projects; assures the use of efficient techniques and sound technical practices to meet City objectives.
Oversees work performed on City projects by contractors; inspects project work sites, and documents the progress compared to project schedule; reviews and approves construction documents, expenditures, and reports; assures project activities are in compliance with project plans, specifications and City policies.
Writes analytical reports and makes technical estimates of a specialized nature in connection with engineering projects; checks and reviews final technical specifications for submittal to Director of Engineering/City Engineer.

Bachelor's Degree in Engineering, Architecture, Construction Management, or related field
Five years (5) experience, managing construction projects, including one year of supervisory experience
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Driver's License is required
Registration as a Professional Engineer or Architect by the Arizona State Board of Technical Registration is required within 6 months of appointment
PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment, and at construction sites. May occasionally be required to bend, reach, stoop, and lift objects; may be exposed to safety hazards, and dangerous tools and equipment.
