Role is a combined engineering and operations role responsible for the direct management of Engineering Department, Material Recovery Facility, Waste Water Treatment and Gas Collection operations. Engineering duties include direct management of engineering team and third party consultants responsible for environmental and construction related activities in support of a 1,200-acre, 3,000 ton per day Subtitle D landfill. Direct P&L responsibility for large scale single stream material recycling facility and waste water (leachate) treatment plant. Position will also be responsible for day to day management of landfill gas system.
Major Responsibilities and Activities
The incumbent supervises and leads an internal engineering staff, multiple professional consultants, and contractors on a day-to-day and/or project basis and working closely with the Director of Landfill Operations to develop operations and capital plans for expansion, construction, and maintenance.
This position will oversees the operation of all environmental control systems including, but not limited to: wastewater collection, conveyance and treatment systems; storm water collection and control; groundwater remediation; and gas collection and control systems.
Engineering responsibility will include overseeing complex projects, including project scope, consultants, and oversight in adherence to policies and regulations within strict timelines. Additionally, this position will oversee compliance with the Corporations’ regulatory and permitting requirements, including composting, environmental monitoring, RIPDES and erosion and sediment monitoring.
Direct P&L responsibility for large scale materials recycling facility (MRF) processing 120K tons of single stream annually. Oversight will include day to day operations of site and development of long term recycling technology, capital investment and maintenance.
Direct P&L responsibility for large scale waste water treatment plan. Oversight includes day to day operations and the development of long term capital investment and maintenance.
Monitors and manages the day-to-day operations and compliance of all engineering and environmental programs and projects.
Oversee operations of the wastewater collection, conveyance, treatment and discharge systems, including leachate pretreatment facility, OU-1 pump and treatment system, underdrain treatment system, leachate collection and distribution system and wastewater collection and conveyance system.
Oversee operations of the materials collection facility including staffing, building and equipment maintenance, safety, efficiency and throughput.
Development of short-term and long-term goals, objectives and budgets.
Coordinate activities with other departments and agencies.
Develops and recommends engineering policies and procedures consistent with organization objectives. This includes, but is not limited to, operational practices, problem solving, personnel training, and compliance measures.
Leads engineering and environmental related design efforts and documents to address short and long term site-related issues, and infrastructure needs, including evaluation of alternatives. Provides final review of engineering documents, internal and external, ensuring conformance to goals and minimizing project conflicts.
Responsible for procurement activities and vendors related to engineering, construction, and service contracts, and ensure adherence to contract specifications, rules and regulations.
Performs final review of bid documents for the engagement of qualified consultants or contractors(s) for engineering designs or construction related to capital projects, prior to submission to Director.
Develops operational, capital and closure/post-closure budgets for approval and administration.
Regularly monitors efficiency, costs, and adherence to plans.
Ensure compliance and reporting requirements with all facility regulatory permits and/or consent orders.
Act as liaison with regulatory agencies.
Bachelor’s degree in civil or environmental engineering. Advanced degree preferred (MS or MBA).
Registered professional engineering license preferred.
Minimum 15 years’ experience in operations, environmental/civil engineering, with 10 years of multiple project management experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed. Experience with landfill experience preferred.
Computer applications related to the work, including Microsoft Project (or other project management software), Microsoft Office Suite, especially Excel and Word and other computer skills as required to fulfill job requirements.
General experience and knowledge of facilities and building maintenance.
Ability to develop strong professional relationships with employees, vendors, and many constituencies and to professionally represent RIRRC to public and government entities.
Strong verbal and written communication skills with the ability to work collaboratively in a team environment and the ability to professional represent the Corporation before a wide array of organizations.
Work in usual office conditions as well as outdoors with some exposure to heat, cold, dust, fumes and odors. Must be able to lift/move/carry 50 lbs. Must be able to keyboard/operate mouse and computer; walk/stand, pull/push, and sit for extended periods of time.
