The Department of Public Works, whose mission is to provide the community with quality services, maintain and improve our public infrastructures and facilities, and support the preservation of Marin's unsurpassed beauty, seeks an Communications Manager. There is currently one full-time position available in the Communications Division.
The Communications Manager plans, manages, supervises, coordinates and reviews the work of staff and the activities of the Communications Division in Public Works. Responsibilities include planning, organizing, and maintaining the County’s communications equipment and systems, as well as responsibility for evaluating and meeting the competing priority and risk assessment demands of its customer agencies at the highest level of customer service possible. The systems comprise over 10,000 equipment units, along with 35 fire stations, 14 mountaintop sites, 6 dispatch centers and numerous other locations with facilities maintained by this division. Customer agencies include Marin Emergency Radio Authority (MERA) agency members, Cities/Agencies within Marin County, and all contracts associated with these functions. The Communications Manager represents the department, County and MERA on technical issues before the State OES, Capital Bay Area Steering Committee, FCC Region 6 700MHz Committee, FCC Region 6 800MHz Committee, Northern California Chapter of the Association of Public Safety Communications Officials, Urban Area Security Initiative Northbay Hub and Interoperability Communications Working Group, and the Bay Area Regional Interoperability Communications Systems Technical Advisory Committee. The Communications Manager takes an active role in performance management, coaching and staff/team development of approximately fifteen employees.
The highly qualified candidate exercises substantial initiative, judgment and expertise in the performance of their duties and successfully plans, evaluates and coordinates the construction, assembly, installation, maintenance, repair, monitoring and testing of a wide variety of complex microwave and trunked radio systems. The candidate effectively manages program budgetary, staff and consultant resources and makes clear decisions for the effective execution of program plans. In addition, the ideal candidate provides clear interpretation of communications regulations and policies and maintains successful working relationships with local public officials, governmental boards, commissions and members of the public. The ideal candidate must be able to, at a very high level of efficiency and accuracy while deploying diplomacy, manage multiple contracts, projects and personnel items. The ideal candidate has managed projects successfully, including managing project resources, staff and consultants and delivering project outcomes on schedule. The candidate has strong writing skills with experience preparing a variety of departmental contracts, correspondences and reports, including board letters, statistical reports and project recommendations. The candidate has excellent interpersonal skills with the ability to work with a variety of levels in the department, thrive in a team environment, and has strong leadership skills. In addition, the ideal candidate will be able to foster collaboration, motivate staff, further develop staff knowledge and strengthen employee performance. The ideal candidate will have the ability to act as a positive role model for staff and will demonstrate the ability to effectively communicate in both individual and group settings.
We recognize your time is valuable, so please do not apply if you do not have at least the following required minimum qualifications: An eight-year combination of recent professional experience and relevant coursework that demonstrates the necessary knowledge and abilities. A typical way of achieving these requirements would be graduation with a Bachelor's degree from an accredited program with major coursework in computer science or a related field and four years of work experience related to the assignment. One year of experience must be at the supervisory/lead level in the area of assignment. Education and experience must be related to the area of assignment.
Fifteen (15) semester units of computer science coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience that has provided the required knowledge and abilities of the assignment.
Required education may be substituted with related professional experience on a year for year basis.
Internships completed in conjunction with coursework are excluded from being credited towards work experience, if they are counted towards educational requirements.
Recent experience is defined as experience gained, in part, in the last five years or longer, if technically relevant.
Possession of a valid FCC General radio-telephone operator’s license or an equivalent radio technician certification issued by a recognized authority such as Association of Public-Safety Communications Officials (APCO) or National Association of Business and Educational Radio (NABER) is highly desired.
This job class requires travel between various County and business-related locations, including off-road and remote sites. Employees who drive on County business to carry out job-related duties must possess a valid California driver’s license for the class of vehicle driven and meet automobile insurability requirements of the County, including review of a recent DMV history.
