Oversee the construction, operations and maintenance functions of the Corporation’s transmission and distribution systems in such a manner as to assure modern design of facilities that meet the highest standards of capacity and condition and which reflect the most efficient utilization of construction and operation methods, techniques and equipment. To direct the activities of the operational employees to assure that the services provided meet members’ expectations for promptness, expertise, and professionalism.
District Superintendents, Purchasing/Staff Assistant, Supervisor of Building & Grounds, Lineman Technicians, Meter Maintenance Technicians and Forestry Manager.
DUTIES AND RESPONSIBILITIES:
Assist the CEO in the formulation, implementation and fulfillment of corporate policies, decisions, and actions necessary to improve and continue the operations of the Corporation.
Directs and communicates with District Superintendents all approved engineering, construction, operations, maintenance and consumer wiring activities and programs to obtain maximum productivity and effectiveness in the pursuit of strategic goals.
Attend monthly Board meetings and present reports as requested by the CEO.
Works in coordination with the Vice President of Engineering in initiating construction contracts and supervising the required bidding process.
Supervises District Superintendents in their normal emergency service and restoration procedures related to electrical outages.
Responsibility for assuring adequate safety programs and adequate job training for all operational employees.
Responsible for participating in the IBEW contract negotiations, grievance procedures, and in the personnel hiring and promotion process.
Review production reports and advise management of operational costs and possible improvements.
Monitor leave requests for operations personnel to ensure proper application of board policies and the IBEW Contract.
Arrange for specialized equipment and personnel when required for operation of the system.
Monitor the inventory control necessary for the operation and maintenance of Citizens’ operating system.
Responsible for the purchasing function of the Corporation.
Responsible for the annual vehicle budget and the entire transportation fleet of the Corporation, including proper maintenance of transportation and operating equipment.
Review all estimate Work Orders for new primary construction and forward to the Vice President of Engineering for approval.
Responsible with the CEO to develop and carry out procedures necessary to maintain the operation of the system for and during major contingencies, i.e.: ice, storms, earthquake, etc.
Work in conjunction with the CEO and Vice President of Engineering on transmission line routing, easement purchases and corporate use of eminent domain.
Coordinate the vegetation management program for the Corporation.
Responsible for distribution and transmission pole inspection and replacement programs.
Responsible for developing and monitoring adherence to necessary training programs for line workers.
Supervises the recloser regulator and substation maintenance program.
Supervises the meter testing and meter repair programs.
Responsible for facilities and grounds management for the Corporation
Assumes the Supervisory position of the Engineering Department in the absence of the Vice President of Engineering.
Establishes system performance criteria and reviews measures thereof to determine consistency with system reliability and power quality goals; and develops and implements action plans required to maintain electric service within the limits of established quality and continuity standards.
Responsible for working with others or completing any corporate related task as assigned by the CEO.
All other duties as assigned.
EDUCATION / EXPERIENCE:
Associates degree in Applied Sciences or equivalent desired. Minimum of 10 years experience in operations and maintenance of electric facilities. Experience supervising construction functions and purchasing functions of a rural electric distribution company preferred. Direct knowledge and experience in budgeting, cost controls and productivity. Excellent work record and references. Equivalent combination of experience and/or training may be considered in lieu of formal education.
Regularly works near moving mechanical parts; in outside weather conditions; and is regularly exposed to wet and/or humid conditions, fumes or airborne particles, extreme cold, extreme heat, risk of electrical shock and vibration.
Will be required to work outside of normal work hours and travel overnight.
