Jemez Mountains Electric Cooperative, Inc., (JMEC) the largest member Cooperative in New Mexico with 18 – 69 KV substations, and over 3,900 miles of 12.47 kV, 24.9 kV and 69 kV distribution and transmission lines, is seeking qualified candidates with 5+ years of Engineering/Utility experience related to electrical distribution and substations.
Key Duties and Responsibilities:
Possess and maintain working knowledge of principles, practices, procedures, and standards related to utility power distribution systems and substations.
Keep up-to-date with utility standards and codes. Enforce and maintain applicable standards and codes for all JMEC facilities and installations.
Gain and maintain intermediate knowledge of power system protection and relaying schemes for electrical distribution system.
Assist in designing sub-transmission systems, substations, switching stations, and commercial/industrial power distribution systems.
Develop design alternatives, engineering calculations, analysis, and engineering estimates
for small-scale system improvement projects for substations and distribution systems.
Create, update, and maintain GIS database for large-scale electrical distribution systems.
Assist the Director of Engineering with major capital upgrade projects. Responsibilities to include site visits, engineering calculations, drawings, drafting, field inspections, technical reports etc.
Work with The Director of Engineering in the development of the Cooperative’s Four-Year Construction Work Plan. Consult with the Rural Utilities Service (RUS), the General Manger, Operations Manager and consulting engineers to acquire RUS approval of the plans.
Work closely with the Director of Engineering and other members of management to set priorities for construction of system improvements in the current work plan and support efforts to obtain RUS approval of identified amendments.
Review data gathered from monthly substation readings, engineering, and operations personnel and from members/owners to pinpoint problems on the electrical distribution system. Make recommendations to eliminate problems and improve reliability.
Analyze electrical fault events, power quality issues, system loading scenarios and assist JMEC crews to implement corrective actions.
Assist engineering personnel in preparation of all plans and studies relating to sectionalizing, over-current protection, device coordination, over-voltage protection, voltage improvement, power factor correction, load balancing and system reliability.
Assist in the design of power systems to serve subdivisions and large commercial or industrial customers to ensure they are well designed electrically and economically and in accordance with good engineering practices and RUS specifications.
Obtain estimates from consulting engineering firms, contractors, or vendors for needed services or assistance.
Request RUS approval to purchase material items not on the Approved List of Materials. Request waivers to purchase any items that do not meet requirements included in the RUS specifications or bulletins.
Consult with engineering and operations personnel to plan and implement alternate feed arrangements and switching operations to allow for voltage conversion, planned maintenance, and power restoration.
Assist in evaluating in-progress construction work and encourage the timely close out of open jobs.
Periodically inspect and audit line construction for compliance with accepted construction standards and any staking sheet changes.
Responsible for working/partnering with professional and specialized consulting services for solar applications for JMEC consumers. These consultants will assist JMEC consumers with residential solar applications and installations of self-generated power and shall advise the JMEC consumers on solar installations that need to be properly sized and in accordance with the JMEC’s consumer’s annual residential usage. Should also assist with commercial solar applications and any subsequent purchased power agreements with solar third parties and JMEC.
Maintain system model for the power system in Milsoft Windmil and perform various power system analysis/studies.
Develop bill of material and technical specifications for various electrical projects.
Participate in estimate review process with internal and external stake holders.
Skills and Qualifications:
Bachelor of Science in Electrical Engineering (BSEE) degree from accredited university with emphasis in the power systems required.
5+ years working experience in the electric utility industry. Experience working for an electric cooperative is preferred.
Working level experience with medium voltage electrical substations and distribution system.
Familiar with power system analysis, distribution system modeling, and protective device coordination.
Experienced in reviewing design drawings, specifications, proposals, and other documentation to prepare time/cost/labor estimates for projects and services.
Ability to prepare construction schedules in Microsoft Project.
Experience with Milsoft Windmil or similar system modeling software.
Experience with ArcGIS or similar mapping software.
Experience with Partner or similar field staking software
Must have excellent analytical, organizational, verbal, written, and communication skills.
