Oklahoma City is currently searching for an experienced professional to lead the City’s Housing Rehabilitation Programs in the Housing & Community Development Division of the Planning Department. Our Housing Rehabilitation programs are funded with grants from the US Department of Housing and Urban Development (HUD) and serve low to moderate income homeowners in our community.
The Federal Programs Manager (FPM) will be responsible for managing daily operations of the Housing Rehabilitation Section including supervising a current staff of four housing rehab specialists and two administrative staff, and working with homeowners, construction contractors, and other professionals inside and outside of the Department and City government. The Manager will develop and maintain strong working relationships with senior City staff and professionals from other departments.
The Department is seeking a person with experience in the field of construction—particularly housing construction and rehabilitation projects, plus skill in working with and understanding federal regulations. Additionally, the FPM must be an effective communicator and team leader. This is a key position and requires someone who exemplifies the Planning Department’s values of professionalism, integrity, ownership mentality, collaboration and open-mindedness, effective communication, creativity, positivity, and passion.

Bachelor’s degree in Construction Management, Construction Science, Construction Engineering or related field AND two (2) years working experience in residential construction OR At least five (5) years of experience working experience in residential construction.
Possession, or ability to obtain within 6 months of hire, certifications from the Department of Environmental Quality as a Lead-Based Paint Risk Assessor and as a Lead-Based Paint Supervisor.
Knowledge of housing/building construction methods, materials, and ability to compute cost estimates.
Minimum of two (2) years experience supervising and managing staff.
Knowledge of housing codes and standards.
Experience applying federal regulations.
