Under limited supervision, is responsible for directing and overseeing the operations of the surface water intakes, drinking water treatment facilities, residuals management, and reservoir and impoundment systems, as well as, the Watershed Management activities (Lake Parks Management, Buffer Land Management, permitting and compliance). Ensures that all departments (Drinking Water Treatment and Watershed Management) perform work according to safety policies on the local, state and federal levels. Ensures that all work is performed within budgetary limitation while providing high quality drinking and clean water and environmentally sound residuals management. Reports to the Chief Operating Officer.
SPECIFIC DUTIES AND RESPONSIBILITIES
Ensures that all drinking water and watershed management facilities are operated in accordance with local, state and federal regulations. Supports the issuance and reissuance of all required local, state and federal permits issued to the company and any required modifications.
Directs the activities of the Water Treatment Department and Watershed Management Section of the organization. Oversees efficiencies and provides support to solve operations problems. Ensures work is performed according to safety policies on the local, state and federal levels.
Monitors departmental budget activities and ensures budgetary guidelines are maintained. . Interacts with purchasing to coordinate and monitor expenditures, service agreements and engineering contracts.
Performs and monitors interviews, approves hiring, training sessions, work assignments, counseling sessions, appraisals, promotions, disciplinary actions, and dismissal of subordinate staff members of the drinking water and watershed management operations. Creates plans that effectively address each direct report’s learning and developmental goals.
Provides technical guidance for the planning, development, design and construction of all drinking water facilities and Watershed activities/projects constructed by company personnel as well as outside contractors.
Oversees reservoir management operations of three water supply lakes, including drought condition procedures, high water level, emergency action, watershed protection, downstream releases, and maintenance.
Ensures effective Buffer Management Permitting programs by Watershed Management.
Oversees the activities and duties of the Lake Wardens to ensure that all law enforcement officers’ protocols and training requirements are in conformance with State statues.
Maintains comprehensive knowledge of all applicable local, state, and federal regulations that impact laboratory, water facilities and systems, law enforcement officers; trains employees and management on the impacts of regulations and develops new or modified processes/procedures to meet current and new regulations.
Provides technical assistance and information to the public, customers, consultants, developers, etc. Investigates requests and complaints and ensures both are handled property.
Assists the customer service department with customer requests, and complaints.
Reviews plans and advises the engineering department on operations and maintenance issues concerning the construction and capital improvement projects.
Performs other related duties as required.
MINIMUM TRAINING AND EXPERIENCE
The position requires a Bachelor’s degree in civil engineering, environmental engineering, water resource management or related field with a minimum of ten years of progressively responsible experience in water utility management with a solid understanding of drinking water and watershed operations. Candidates must possess a minimum of five years of experience in the management and supervision of exempt and non exempt employees; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Must have experience with the development, preparation, management and control of Operational budgets exceeding $3 million dollars. Must possess a valid SC driver’s license.
Preferred qualifications include a master’s degree, PE, and demonstrated experience of leadership, employee engagement, oversight of multiple complex capital projects, successful implementation of new technologies, and helping achieve organizational and community goals.
