This position supports the engineering functions within the Solid Waste Department.
Note: Responsibility/Level of Position will be determined based on qualifications/ competencies of selected candidate.
Works under the direction of a Professional Engineer.
Assists Professional Engineer(s) with solid waste engineering tasks/functions.
Prepares plans, work scopes, cost estimates, and specifications for engineering projects related to solid waste facilities including landfills (closed and active), landfill gas collection, leachate management, soil borrow, and other support systems.
Coordinates and oversees capital improvement related projects and functions.
Prepares data for contract negotiations and procurement functions as assigned.
Prepare solicitations and works with Procurement for bidding solid waste construction, operations, and professional services contracts including request for proposals and bids.
Develops data and submits reports to regulatory agencies.
Develops and submits permit applications and modifications to Professional Engineer for review and submits to regulatory agencies including, but not limited to, Florida Department of Environmental Protection Solid Waste, Air and Stormwater division, United States Environmental Protection Agency (EPA), United State Army Corps of Engineers, and Southwest Florida Water Management District.
Coordinates with regulatory agencies for permitting issues and questions.
Works with County staff and contractors on solid waste operations and engineering projects.
Prepares items for Board meeting agendas and Purchase Order documents.
Uses modeling programs such as stormwater models, EPA Landfill Gas Emissions Model, and EPA green house gas projections.
Prepares drawings and figures using AutoCAD Civil 3D and ArcGIS/MAP.
Performs engineering calculations and reports including volume, design life, landfill gas, and permit applications.
Reviews and approves pay applications for professional services, construction, and term contract work.
Performs inspections of landfill operations, contractor’s fill sequence progress and confirms work through survey and/or data verifications.
Works with County and Contractor landfill operations staff.
Uses County software programs such as eGenda, ONESolution, eBuilder, and GOVMax for capital and operational projects.
Prepare presentations and reports for the Board.
Interacts with citizens and presents information to community groups on Solid Waste functions.
Responds to customer questions and offers solutions.
Solid Waste Engineering Specialist I (Technical Specialist I): A Bachelor’s Degree from an accredited college or university in Civil or Environmental Engineering or related technical field. Prefer prior related engineering work experience or engineering internship in the solid waste field. Possession of or ability to obtain an EI (Engineer Intern) Certification from the Florida Board of Professional Engineers within 12 months is preferred. State of Florida Solid Waste Operator or SWANA Manager of Solid Waste Operations Certification or ability to obtain within 12 months is also required.
Solid Waste Engineering Specialist II (Technical Specialist II): A Bachelor's Degree from an accredited college or university in Civil or Environmental Engineering or a highly related field. Must also have two (2) or more years of related civil engineering/project management experience. A Master's Degree from an accredited college or university may substitute for one year of required experience. Must have or be able to obtain EI (Engineer Intern) Certification from the Florida Board of Professional Engineers within 12 months. State of Florida Solid Waste Operator or SWANA Manager of Solid Waste Operations Certification or ability to obtain within 12 months is also required. Technical, engineering related project experience may substitute for education on a year-for-year basis, if candidates are not available that fully meet the minimum requirements of the position.
Job Competencies: Excellent written and verbal communications, project planning, client/customer relations, procuring of goods and services, advanced software applications including AutoCad Civil 3D, ArcGIS, and Microsoft Office, plan design/review, general knowledge of regulatory permit applications and processes.
