Plans and organizes workloads and staff assignments; plans, schedules and implements maintenance activities designed to provide quality recreational amenities and services; determines work procedures, prepares work schedules, and expedites workflow; Hires and trains seasonal Forestry/Horticultural Specialist annually and implements the urban forestry program.
Hires and trains Crew leaders, equipment operators and mechanics and assists with hiring of other full time and seasonal staff. Budgets and purchases landscape materials, athletic field supplies, equipment, tools and operating supplies. Serves as project manager for capital improvement projects. Creates work specifications and writes scope of work for bid documents. Writes drafts Request for Proposals. Provides input in the development of short and long range plans. Communicates official plans, policies and procedures to staff. Assures that assigned areas of responsibility are performed within budget; Assists Managers with annual budget preparations. Lays out daily work schedules and assigns tasks to appropriate individuals, crews or combination of crews, and coordinates the completion of the same; coordinates and monitors the work of outside contractors as needed. Provides necessary supervision, direction, and assistance to crews at work sites. Enforces policies, regulations, and safety and health standards. Determines, calculates and secures the appropriate materials and supplies for specific projects and events. Trains, supervises, and disciplines employees performing the duties of maintenance and operations of the division. Assists in hiring, training and/or supervision of lower level employees or community service workers. Assists in projecting needs for equipment, materials and supplies. Assists in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services. Assures that tools and equipment are properly maintained and kept in proper working condition. Prepares and maintains daily, monthly, and annual reports and records, as assigned. Performs annual performance evaluations for subordinate full-time and seasonal employees. Insures that all necessary materials, supplies, and equipment are available by maintaining an inventory of parts and materials and obtaining necessary tools and supplies. Oversees the safety of assigned workers and operators by instructing individuals in proper safety procedures and monitoring work in progress. Carries out the seeding, fertilizing, top dressing, soil conditioning, watering, and the pest and weed control of parks and open spaces; plants lawns, trees, shrubs, and flowers. Maintains and adjusts specialized turf care equipment and tools, including electric motors, pumps, sprinklers, tractors, mowers, and irrigation systems. Operates tractors, mowers, jack hammers, welders, trucks, steam cleaners, buffers, washers, and other listed equipment as needed. Assist and purchases tools, equipment, landscape materials and other supplies necessary to parks and facilities maintenance. Maintains current skills and knowledge in the proper and safe techniques of building and grounds maintenance functions. Collects and disposes of solid waste from buildings and grounds; picks up litter from premises. Assists in setting up and taking down equipment for various park and recreation programs; prepares facilities for park and recreation program use. Installs and maintains goal posts and nets for sports facilities, including soccer, volleyball, baseball, softball, tennis and basketball. Assists in the construction of new parks facilities, including clearing, grading, drainage, and foundation work. Keeps records of work completed and completes purchase requisitions and credit card receipts. Opens and closes, locks and unlocks City facilities as needed. PERIPHERAL DUTIES Serves as a member of various employee committees, as assigned. Performs some or all of the duties of subordinates. WE ARE SEEKING THE FOLLOWING QUALIFICATIONS: | Education and Experience: - Graduation from high school or GED equivalent; Associates degree in Parks and/or Recreation Administration, Natural Resource Management, Rangeland Management or closely related field , and
- Four years’ experience in repair and maintenance work, at least two of which have been with a park system, and
- Two years’ experience as a supervisor, or
- Any equivalent combination of relevant education and experience.
Necessary Knowledge, Skills and Abilities: - Considerable knowledge of equipment, materials and supplies used in building and grounds maintenance; Working knowledge of equipment and supplies used to do minor repairs; Working knowledge of first aid and applicable safety precautions.
- Skill in the operation of listed tools and equipment
- Ability to work independently and to complete daily activities according to work schedule; Ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions;
- Ability to communicate orally and in writing;
- Ability to use equipment and tools properly and safely; Ability to understand, follow, and transmit written and oral instructions; Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, community leaders and the general public.
- Ability to read and understand landscape designs and irrigation plans.
- Ability to supervise, train, evaluate, mentor and coach employees.
SPECIAL REQUIREMENTS Valid state driver's License or ability to obtain one. DESIRED QUALIFICATIONS - Pesticide applicator's license

- Playground Safety Inspector Certification
- Ability to read and understand construction plans.
