The purpose of this position is to provide oversight and further development of the commissioning program for the project engineering department at a pharmaceutical manufacturing facility with an emphasis on mechanical, electrical, and machinery safety commissioning requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Commissioning Program Management
Establish minimum requirements for commissioning protocols.
Manage and improve commissioning template to be used as the facility standard for commissioning.
Provide guidance to project managers to define commissioning requirements for specific projects.
Review and approve commissioning protocols to verify deliverables defined are suitable for the specific project.
Develop and execute commissioning and retro-commissioning protocols in support of select facilities projects.
Participate in meetings with owner representative, operation and maintenance, design and construction personnel to understand project goals and schedule to ensure commissioning is properly coordinated.
Review design, equipment submittals, operation and maintenance manual, start-up checklists for inclusion in commissioning plans and handover.
Coordinate commissioning activities and witness equipment start-up and testing.
Gather equipment information for equipment record in CMMS. Develop maintenance plans, instrumentation assessments, spare parts assessments, punch list, drawing updates, system manual creation, project handover documents.
Verify drawings align with as built field conditions.
Typical commissioning deliverables and expectations include, but are not limited to:
Verification test cases that demonstrate the project has delivered appropriate equipment record, maintenance plan, drawing updates, and equipment manuals.
Verification test cases that demonstrate the mechanical build is suitable for use and meets local codes and company specific requirements.
Verification test cases that demonstrate the electrical build is suitable for use and meets local codes and company specific requirements.
Verification test cases that demonstrate the equipment meets machinery safety standards established by the client.
Documentation that automation program code and software versions are properly documented stored.
Document equipment start up and functionality testing.
Execution of blackout and disaster recovery plans.
Execution of functional test cases that demonstrate the equipment functions as designed and is reliable in all operating modes.
Verification that equipment operation follows documented sequence of operations.
Documentation of equipment handover to operation and maintenance.
Additional responsibilities include
Support the generation of change control records.
Management of controlled documents.
No formal supervisory responsibilities in this position. Provides informal assistance such as technical guidance, and/or training to coworkers. May lead project teams and/or plan and supervise assignments contractors.
Manages 3rd party project delivery resources/team. Responsible for identifying training needs, tracking performance, coaching, and motivating team members.

EDUCATION and EXPERIENCE
Bachelor's degree (BA/BS/BEng/BArch) from College or University in a technical area of study. Minimum four years of related experience and/or training.
A minimum of 3 years of direct commissioning or related experience in a variety of facility systems and subsystems including controls, mechanical, electrical, life safety and building envelope systems.
CERTIFICATES and/or LICENSES
PMP (US and/or Canada) and LEED AP preferred.
Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.
Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.
OTHER SKILLS and ABILITIES
Experience in commissioning of air handling units, central utility plants, laboratories, water/wastewater facilities, controls, building envelope, TAB.
Good understanding of safety standards and procedures, including electrical safety and machinery.
Ability to oversee and manage the revision of controlled documents.
Intermediate to Advanced skills with Microsoft Office Suite. Ability to read and understand design drawings. Knowledge in MS Project, leases, contracts, and construction practices.
