Purpose of Job:
Seeking a creative, energetic, and passionate engineering professional to serve as our Transmission Planning Engineer in Glen Allen, VA. This position is responsible for planning, coordinating, directing and managing transmission planning, maintenance, operation and budgeting activities for ODEC’s current and future transmission assets. Individual will be instrumental in coordinating transmission planning, maintenance and operations with PJM, Delmarva and ANEC, and ensuring compliance with PJM, SCC, DOE, and other federal, state, and local regulatory agencies.
Essential responsibilities include:
Develop planning criteria and construction standards for transmission and substations
Develop design and material standards including instrumentation and communications for transmission and substation projects.
Model transmission system to determine violations due to loading and additional generation
Plan, schedule and budget capital projects and future changes required by PJM
Write scopes of work for RFPs
Review and respond to new generation requests and manage the study process
Manage operations and maintenance (O&M) activities on transmission and substation assets including monitoring O&M contracts
Hold at a minimum, bi-annual O&M update meetings, provide proactive input as a Subject Matter Expert (SME) for regulatory and compliance counsel
Effectively manage projects, on time and within budget
Maintain responsibility for all relay coordination and settings; review existing settings, plan for changes in settings and coordinate with respective generators
Support ODEC engineering staff and members’ needs on power flow and short circuit requirements
10 years’ experience in electrical or mechanical engineering
2 years power generation experience
2 years project management and project engineering, preferable
1 year management/supervisory experience
Critical Knowledge, Skills and Abilities:
Model transmission system experience
Knowledge of electrical standards, codes and common industry engineering practices
Working knowledge of power plant equipment
Understanding of electrical metering equipment and SCADA systems
Preferred Knowledge and Skills:
Generation and electrical distribution experience desirable
Education: Bachelor of Science in engineering. BSEE or BSME preferred.
Travel details: Regular overnight travel and frequent day trips are required in this position
Working Conditions and Physical Demands:
Ability to use a keyboard and monitor frequently
Interact effectively with others through verbal communication, video, email and text
Conduct regular travel via automobile and/or commercial airline for overnight and frequent day trips
Frequently perform fieldwork, which may involve walking over rough terrain, during all types of weather conditions
Frequently spend a number of hours outdoors exposed to all weather conditions, typically in high voltage substations or power plants
Walking on uneven surfaces
Ability to climb ladders, potentially several feet high, and walk on platforms
Occasional heavy lifting and/or moving items up to 50 pounds
