We are currently looking for a Senior Engineer who will apply diversified knowledge of electrical substation engineering principles and practices to a broad variety of assignments and related fields to meet requirements. This position will prepare engineering, design, and construction of new and upgraded substations to provide reliable and economical system design and operation following established NOVEC guidelines. This position will also provide consulting services to the System Engineering & Planning Department concerning substation capacity issues. The selected individual will provide substation cost estimates and complete turnkey services for Cooperative long and short-range plans and will direct the work activities of the other Substation Engineers and Associate Engineers.
ESSENTIAL DUTIES AND RESPONSIBILITIES will include, but are not limited to, the following:
Coordinates and approves engineering design and construction of new substations and upgrades of existing substations.
Monitors, develops, and approves specifications of construction and field engineering activities to ensure adherence to work plan schedules for system improvements.
Develops conceptual substation design and cost estimating services for System Engineering & Planning Department and Business Development.
Develops detailed physical electrical substation design documents for construction and issue to contractors, vendors and consultants.
Collaborates with NOVEC Civil Engineer and Geotechnical Engineering Consultants in substation site-plan development.
Assists in the preparation of long range and short-range work plans, by establishing goals for engineering and operations functions, minimizing consumer outage time, reducing system losses, lowering system operating and maintaining costs and efficient operation.
Assists in prescreening and selection of bidders and performs bid analysis.
Reviews substation construction to ensure compliance with RUS specifications, NESC standards, local ordinances, and NOVEC policies, NOVEC construction specifications, and S&T Department guidelines. Manages "as-built" changes to design documents to reflect final state.
Analyzes the substation electrical system utilizing computerized engineering and business databases to design additions and improvements to the system, and prepares engineering studies as needed to support recommendations.
Analyzes power outages and other electrical system disturbances using information obtained from SCADA reports, protective device operation readings and field inspections and assist Substation Engineers in preparing recommendations for system improvements.
Develops requirements for protection of facilities by preparing specifications for protective equipment, coordination studies, and switching orders as required by system additions.
Works continually towards self-development to stay current on substation design and operation and electrical engineering procedures and practices.
EDUCATION AND/OR EXPERIENCE:
Bachelor's degree in Electrical Engineering or a related field is required. Professional Engineer License is preferred. Master's degree in Electrical Engineering is desired. Five to seven years of experience in design, construction, and operation of electrical substations is required.

Demonstrated knowledge of electrical system requirements. Ability to provide consulting services to other departments.
Demonstrated ability to develop various specifications and contracts. Ability to develop specifications and interpret adherence to specifications.
Demonstrated ability to reason analytically and relate theoretical concepts to practical needs. Ability to design economical and practical system improvements.
Demonstrated ability to organize and delegate work assignments to meet departmental goals with minimal supervision.
Demonstrated knowledge of system protection theory and application.
Demonstrated ability to provide accurate cost estimating.
