Under the direction of the University Engineer, the Central Utilities Manager is responsible for all management, planning and emergency support of the campus steam, chilled water, domestic water, storm water, sanitary sewage and associated infrastructure. The Utility Manager has full authority for performance of these critical central utility systems including vendor relationship, capital project coordination, and customer service. Due to the critical nature of the utility systems, the Central Utilities Manager must be on-site during regular working hours, major projects and emergency response events.
Job Functions/Core responsibilities:
- Ensure systems are maintained to provide safe work environments for employees, visitors, and customers.
- Manages successful performance of central utility systems for campus steam, chilled water, domestic water, storm water, sanitary sewage and associated infrastructure.
- Coordinates with central utility operations to ensure reliable, efficient and cost effective operations of the steam/condensate distribution and chiller plants/chilled water distribution systems.
- Provides strong strategic guidance to the expansion of campus-wide utility systems and acts as owner's representative for capital projects for major repairs and expansions.
- Responsible for developing and maintaining a comprehensive energy management plan for the university. Work with the Sustainability Initiative to help advance and support the university's goal to become a leader in environmental excellence among higher education institutions.
- Work with Utilities Analyst to evaluate utility billings and meter data. Recommends methods of cost containment and assists in development and management of the annual utilities operating budget. Sets benchmarks for usage, developing and implementing appropriate conservation measures. Reviews the various fiscal reports for accuracy and manages the budget for adherence to the program plan.
- Develops and recommends maintenance project priorities for equipment and operational strategies to maximize operating efficiency. Identifies building mechanical problems impacting utility consumption.
- Reviews utility systems operations, material conditions, and maintenance practices and provides advice to the appropriate Facilities personnel. Provides recommendations on other steps to develop a sound and efficient utility infrastructure.
- Provides input on engineering, design, construction and maintenance services for existing and new infrastructure. Maintains and revises the various utility standard operating procedures (SOPs), manuals and publications.
- Ensures staff, contractors and vendors abide by program, contractual, and industrial standards/best practices, where required, which meet the requirements of the contract.
- Respond promptly by phone or in person as appropriate to emergency situations and therefore must be available 24/7 or as required
Qualifications:
- Bachelor's degree - preferably in engineering, business, management or equivalent related field experience desired.
- Ten years of experience in utility infrastructure or facilities maintenance and operations preferred.
- Demonstrated experience managing the operation and maintenance of major infrastructure.
- Demonstrated experience managing effective preventative maintenance program.
- Supervisory experience working with unionized workforce.
- Ability to collaborate with colleagues at all levels of the organization regarding a variety of relevant issues.
- Demonstrated ability to manage multiple projects, goals and objectives.
Physical and Mental Requirements:
- Ability to maintain composure when dealing with difficult situations and/or individuals.
- Ability to meet deadlines, work under pressure and with frequent interruptions.
- Ability to pay close attention to detail; keep and maintain accurate and detailed reports and records.
- Ability to prioritize work and handle multiple tasks simultaneously.
- Ability to understand and follow strategic direction from divisional leadership.
- Able to travel across campus for meetings and utility related work
