General Description:
Oversees and directs all phases of internal and external design and construction projects. Designs and implements project plans. Communicates directly with contractors/designers concerning project cost, staffing, and scheduling, and liaisons with the Assistant Director of Engineering on projects. Coordinates project schedules with college stakeholders. Prepares project status reports. Works to ensure projects adhere to contract specifications and align with college goals.
Supports the Director of Facilities with planning and presentation of Facilities Management Plans (FMP) and other long-range planning.
Characteristics, Duties and Responsibilities:
· This position must be committed to the mission, vision, and values of Union County College and the Facilities Department and devoted to creating a safe and welcoming place for the entire Union County College Community.
· Assists with the development, preparation, and management of facility operations budget. Identifies opportunities for controlling expenses and recommends areas of improvement while considering the future needs of the College. Completes all necessary documentation in a timely manner.
· Controls the time, cost and quality of design and construction projects.
· Plans and coordinates all aspects of the construction process, including hiring contractors and working with engineers, architects, and vendors.
· Analyzes and resolves quality and customer service issues; identifies trends; recommends improvements.
· Manages and is responsible for the schedules of different phases of a project, based on established goals.
· Negotiates contracts with architects, vendors, contractors, and other project entities as needed.
· Secures building permits, licenses, and delivery of materials and equipment to project sites.
· Confers with supervisors or other managers to monitor design and construction progress, including contractor or maintenance staff productivity and compliance with building and safety codes.
· Develops technical specifications for bids and projects utilizing technical experts as needed.
· Resolves problems that arise due to inclement weather, emergencies, change orders, or other issues that may cause delays.
· Coordinates in-house reporting and interactions regarding construction project status.
· Performs other duties as assigned.
Education Requirements:
Minimum of a bachelor's degree in Architecture or construction-related field, such as Building Science, Construction. Registered Architect, preferred.
Experience:
5-7 years of construction project management experience (preferably in a higher education or public works environment).

Physical Demands and Work Environment:
· This position's duties are normally performed in a typical interior/residence work environment, based on the activity scheduled.
· Works inside and outside and may be exposed to extreme temperatures.
· Exposed to dirt and disagreeable odors, and possible skin irritations from cleaning chemicals and solutions.
· Some physical effort required; however, the employee must occasionally lift and/or move up to 25 pounds.
· Care is required when working from ladders to prevent injury.
· Some travel required.
