Greenbelt Homes, Inc. (GHI), is a not-for-profit housing cooperative of 1,600 homes in the "Old Greenbelt" neighborhood of Greenbelt, Maryland. GHI is one of the oldest and largest housing cooperatives in the United States.
We are seeking a Director of Capital Improvements to join our team.
Essential Job Functions: 1. Assist residents and administer the permit review process for building improvements and alterations. Review permits applications from start to finish, ensuring that approvals are in compliance with building codes, design guidelines and regulations. Make on-site visits to ensure improvements and alterations are constructed in accordance with the standards specified in the permit.
2. Serve as Staff Liaison to the Architectural Review Committee (ARC). The responsibilities of this role include but are not limited to the following: a. Attend regular monthly evening meetings of the ARC. b. Write and present proposals to the ARC related to permit requests from members that require exceptions to rules pertaining to improvements and alterations. c. Propose changes to rules pertaining to improvements and alterations that would better serve the interests of the cooperative and its members.
3. Plan and supervise the execution of capital improvement programs. Control costs in accordance with budgets.
4. Serve as the contracting officer: prepare specifications for building and site improvement and maintenance projects; negotiate and evaluate proposals and process payments. Monitor contract work
5. Undertake engineering and architectural studies and administer contracts for studies that require specialized expertise.
6. Supervise Reserves’ Specialists hired to revise Replacement Reserves’ and Addition Maintenance Reserves’ plans. Responsibility includes maintaining a tracking system to record the replacement dates for specific components that are included in the reserves’ plans.
7. Administer home resale inspection program.
8. Review and process insurance claims for property damages and/or losses.
9. Develop annual budget for department.
10. Maintain all controls – records, procedures and systems in accordance with the company’s directives.
11. Maintain an excellent quality standard for services provided by the Technical Services Department, through professional supervision of staff, demonstrating personal enthusiasm and team spirit, and sustaining a climate that instills a feeling of trust and satisfaction. This includes handling service requests and complaints quickly and thoroughly and turning problems into opportunities.
12. Screen applicants for job vacancies to maintain a stable, competent workforce. Foster personal growth of department’s staff through periodic evaluation and review.
13. Communicate with stakeholders, including preparing and presenting reports to the Board of Directors, committees and the membership.
14. Attend evening and weekend meetings with stakeholders, Board of Directors, committees and the membership.
Qualifications Successful applicant should possess a Bachelors’ Degree in Architecture or Engineering, with five or more years of experience in the building construction and/or maintenance field.
The Director should possess the following abilities: · Knowledge of the building trades such as electricity, carpentry and plumbing. · Ability to undertake engineering economic analyses. · Ability to read and interpret blueprints and building codes. · Strong leadership and management skills. · Understanding of federal and state occupational safety and health regulations. · Computer proficiency with Microsoft Word and Microsoft Excel. · Prior working experience supervising contractors and a thorough understanding of the contracting process. · Excellent verbal and written communication skills. · Good inter-personal skills and an ability to resolve difficult situations effectively. · Ability to coach and mentor others. · Good time management skills. · Ability to handle multiple tasks and set priorities for successful completion.
