What We Are Looking For

The Mechanical Engineering Systems Manager is responsible for administering, monitoring, and documenting contractor's performance against the terms and conditions of the contract, comply with reporting requirements, and validate contractor-submitted invoices. Additionally, this position hold responsibilities related to Mechanical Engineering, plumbing systems, HVAC systems, and other mechanical systems throughout the University including ensuring the service provider contractors provide Engineering, plumbing and HVAC services in accordance with the Statements of Work (SOW), other contract documents, and local, state, and federal laws. The duties of this position are accomplished through performance metrics, consulting, advisory planning, overseeing the development of services, conducting studies, customer satisfaction reviews and partnering with the service contractors to reduce total spending through continuous improvement of services while meeting Baylor University expectations for service performance.

Qualifications include:

• Bachelor's Degree in Mechanical Engineering, or a closely related degree
• Five (5) years of relevant full-time experience
• Proficient with Siemens control systems
• Proficient with latest technologies available for HVAC systems and related control systems.
• Familiarity with working in a higher education environment is preferred
• Driver's License - Must have a valid driver's license
• An active Christian faith

Experience will not be considered in lieu of the educational requirement. Applicants must be currently authorized to work in the United States on a full-time basis.

What You Will Do

Responsibilities include:

1. Provides oversight, guidance, direction, and evaluation of the service provider(s).
2. Develops, prepares, and writes clear and concise Performance Work Statements (PWS), Statements of Work (SOW), Surveillance Plans, Request for Proposals, Request for Purchase, contract modifications, technical evaluations, and Quality Assurance Surveillance Plans for various service agreements.
3. Participates on a routine basis in Multi-Functional Team (MFT) meetings with Contractor leadership and various university functional elements to foster a cooperative relationship and to promote a mutual understanding of contract requirements.
4. Assists the Assistant VP of Facilities Services (AVPFS) with assessment of option years, continued need, compares cost to related service providers and other universities, and whether the requirement is in the Universities best interest. Maintain situational awareness of service agreements (SA) awarded in markets with limited competition, projected SA start dates, required modifications, and SAs projected for retirement.
5. Writes detailed surveillance reports to document and communicate validated customer complaints, discrepancies, project status, measurement of achievement against objectives, problems encountered, action taken to correct deficiencies, percentage of work complete/work remaining, acceptability of the work, and evaluations to AVPFS, service provider, and others as necessary.
6. Conducts various types of surveillance dependent upon the criticality of the SA, resources available, type of contract, complexity, scope, and knowledge of contractor's past, and current performance and conducts targeted surveillance if needed. Provides documentation to the AVPFS when performance begins to decline, number of observations made, incidents of unsatisfactory performance, actions taken to notify contractor, and any discrepancy between actual conditions and those represented in the contract PWS, specifications, or drawings.
7. Identifies procured services which are complex or critical, knows the limitations and authorities of each service agreement, and monitors contractor's Quality Control Program.
8. Identify, evaluate, and validate service agreement requests or proposals to ensure no deviations from Baylor University Standards.
9. Prepares technical evaluations and ensures availability of funds.
10. Serves as liaison, establishes, and maintains open communication with internal/external customers, contractors, construction engineers, and Baylor University administration. Develop relationships with campus constituents for the purpose of strengthening communications related to day-to-day performance.
11. Guides the service provider(s) to ensure they have a priority system for emergency responses based on customer's needs.
12. Monitors the service contractor's performance related to complex service contracts.
13. Reviews related projects and determines feasibility. Provides final decisions on techniques employed for successful project completion. Monitors contractor's performance using plans and specifications as the controlling guidelines. Controls the contractor operations using documented sequence of work, and adherence to schedules.
14. Verifies the accuracy of contractor charges on invoices and ensures proper payment is made in a timely manner.
15. Initiates and drafts Requests for Proposal when non-routine work is necessary.
16. Supervises the development and periodic updates of a HVAC and mechanical systems mapping system used for quick response to outages and failures.
17. Performs duties necessary to ensure availability of heating/cooling to all buildings and other conditioned space.
18. Assists with design and modification of existing systems, as well as new systems.
19. Reviews and approves specifications for heating/cooling and other mechanical systems.
20. Assists the Electrical Engineering Systems Manager with recommendations and/or approvals of all energy saving programs.
21. Assists the Electrical Engineering Systems Manager with tracking and reporting of service provider commitments toward energy savings.
22. Ensures service provider delivers efficient and safe heating/cooling across the campus; troubleshoots heating/cooling outages or malfunctions to insure proper repair and prevention of future system damage.
23. Provides input for final selection of outside consultants and 3rd parties and provides direction during their performance period.
24. Investigates trending issues with HVAC problems to ensure root cause analysis is completed and repairs made.
25. Recommends or approves changes to HVAC design to address long-term issues with individual HVAC components, zones, or systems.
