Harvard Capital Projects (HCP) manages the planning, design, and construction of a renovation, renewal, infrastructure upgrades and new building projects on the Harvard University campus.

The Senior Project Manager (SPM) reports to the HCP Director who runs the Schools and Departments unit of HCP. The SPM will work on a variety of projects on the Harvard Campus, with particular emphasis on renovations involving significant infrastructure upgrades.

Project Management

• The SPM is a senior leader of the team responsible for management of the entire scope of the project delivery process including, but not limited to:
  • Managing the establishment of a Total Project Cost budget, and supporting HCP's leadership in taking that budget through internal approvals
  • Establishing and managing a total project schedule
  • Managing the designer selection process from RFP to contract execution
  • Managing the programming and design process
  • Managing the selection of a Construction Manager
  • Managing the construction process from preconstruction through final signoffs, punch lists and financial closeout
  • Managing occupancy and transition to full use of the facility
• The SPM will likely supervise other Capital Projects staff
• The SPM will be HCP's primary contact with the Harvard University Stakeholders for the projects they manage. Effective management of these relationships is a key component of the SPM's skill set.
• SPM will be a strong leader to manage the client and build relationship and trust

• The SPM facilitates and tracks communications throughout the project and communicates clearly and succinctly to HCP senior leadership issues affecting project program, budget, scope, timeline or delivery. The SPM is also responsible for project quality control, and oversees contracts for all contractors, design/engineering consultants, site surveys, owner testing and additional specialty consulting as necessary as related to all components of the project.
• The SPM sustains an environment that fosters teamwork, excellence, respect, accountability and diversity.
• The SPM actively participates as a member of HCP's professional team and Harvard University's internal community of design and construction professionals, mentoring other professionals, and contributing knowledge and experience for the University's greater good.

Financial Management

• The SPM, under the guidance of HCP leadership, is responsible for maintaining the project scope within the approved budget and schedule.
• The SPM will coordinate and lead a value management process throughout the project duration.
• The SPM is responsible for project cost control, develops and monitors project cash flow projections and provides budget updates to senior leaders.
• The SPM reviews proposed change orders, and reviews and authorizes payments within appropriate signing authority.
• The SPM guides design decisions by stakeholders to maintain the project scope within the approved scope and budget.

Regulatory Approvals

• SPM coordinates, together with other members of the overall Harvard University team, submissions to jurisdictional authorities for permitting. Ensures compliance with regulations and all authorities having jurisdiction. Arranges for all jurisdictional authorities' inspection necessary to secure the Certificate of Occupancy in an expeditious manner.

• Bachelor's degree required. Concentration in a technical field (architecture or engineering) related to construction, project management or the equivalent preferred
• Minimum 12 years managing design and construction projects, preferably in a higher education, or a comparably complex, setting. A graduate degree can be used to offset years of experience.

• Graduate degree in a technical field, project management, or commensurate experience, is desirable.
• Ability to lead through influence rather than authority
• Experience in the design and construction of buildings with a variety of sustainability, resiliency and environmental goals
• Familiarity with City, State, and Federal codes and ordinances.
• Skills in leading a team within a team in a way that builds alignment and trust
• Ability to manage expectations of multiple key stakeholders with competing needs and interests
• Demonstrated flexibility and creativity in finding mutually agreeable solutions within project constraints
• Advanced ability to develop and maintain project budgets, cash flow projections and schedules.
• Experience interpreting architectural and construction contracts.
• Ability to negotiate and resolve confrontational issues as they arise.
