The Parks Project Planner isresponsible for planning, design, development, construction and implementation of Capital Improvement and Park Development Projects. Reviews planning, engineering development and city-wide development plans. Negotiates professional service, construction contracts, as well as oversee some park construction activities. Responsible for developing and managing project budgets to include planning and design cost, construction estimates and project budgets, as well as monitoring an evaluating throughout construction. Oversees the contract administration, project site inspections, project tracking reports and project performance measures. Prepare and applies for grants, to include development of applications, and administering of grant documents, grant management, and grant reimbursement requests. Make recommendations for the annual budgets and help prepare budgets. Responsible for the administering and routing of plans for City-wide and internal projects for review and comments.
Duties
Manages and coordinates the design and implementation of parks, park land, recreational facility projects and park development projects, to include land acquisition, conceptual designs, and project specifications. Oversees project timelines and scheduling. Coordinates with various departments to include Engineering and Legal.
Responsible for developing and managing project budgets and presentations to include planning and design costs, construction estimates, and project budgets, as well as monitoring and evaluating the budgets throughout construction projects. Prepares payment approvals for construction and services contracts.
Oversees the contract administration, project site inspections, project tracking reports, project performance measures, and monitors the project progress to include the work of contractors and vendors.
Develops requests for proposals, qualifications and bids for projects, and evaluates and recommends contractors and consultants for park planning, design, and construction. Oversees the review and approval of designs and specifications, negotiates the professional service agreements and construction contracts, as well as coordinates and supervises the park construction activities.
Coordinates and oversees landscape and beautification projects with park staff and contractors, as well as special maintenance programs.
Performs outdoor inspections and surveys of parks, trees, trails, and field sites. Inspects construction work in progress to ensure compliance with specifications, ordinances, and to approve quality of materials and work.
Assists in the development, writing, review and submission of grant applications for future parks, park land, recreational facility projects and park development projects. Administers grant documents and grant reimbursement requests.
REQUIRED:
Bachelors’ Degree from an accredited college or institution in Landscape Architecture, Park Planning.
Three years work experience in the design and management of public parks projects.
Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
OR
An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
PREFERRED:
National Playground Safety Institute Certified Playground Inspector.
Certification of registration as a professional landscape architect with the Texas Board of Architectural Examiners.
