General Description:

The University of Tennessee's County Technical Assistance Service (CTAS) will be hiring a Criminal Justice Consultant to serve in a Middle/West Tennessee position. The position of Criminal Justice Consultant functions to provide direct customer technical and consultative assistance to sheriff offices relating to law enforcement and jail management. Management may also assign the Criminal Justice Consultant to perform special project and research work. The Criminal Justice Consultant occasionally collaborates with other consultants in the execution of projects.

This position must possess the following skills to use daily to meet the needs of his/her clientele: Managerial, Analytical, and Interpersonal.

The Criminal Justice Consultant is usually the first person contacted by the county official to discuss a problem and find a solution. The Criminal Justice Consultant must be able to analyze the problem, recommend a solution, and then assist the county official(s) with the implementation of the solution.

Duties and Responsibilities:

Direct Technical Assistance. The Criminal Justice Consultant is the front-line person for IPS/CTAS and the University of Tennessee, primarily working in the fields of law enforcement and jail management. The Criminal Justice Consultant provides direct assistance to Sheriffs by visiting sheriff's offices, jails, workhouses and when requested at county courthouses. Daily, the Criminal Justice Consultant must address a wide variety of county law enforcement and jail management issues. Those issues include operations management, personnel management, records management, evidence/property room management, budgeting, internal controls, drug fund usage, court security, staffing analysis, jail management, prisoner accounting systems, review of inmate medical and dental programs, review of jail/workhouse new construction or expansion projects, and matters related to inmate care, custody, and control.

The consultant will also make presentations to law enforcement and jail management staff, county officials, the Tennessee Sheriff's Association, and to various state departments and organizations. In addition to working with Tennessee counties the Criminal Justice Consultant also works with the various county organizations such as TCSA, TACE and TCCA and also provides direct assistance to the TN Sheriffs Association (TSA), the TN Corrections Institute (TCI), the TN Departments of Corrections and Safety, the TBI, the TN Law Enforcement Training Academy, the Administrative Office of the Courts (AOC), the Peace Officers' Standards and Training Commission (POST), TN Sentencing Commission, state District Attorneys Conference and state legislative offices and committees and the Governors' office.

Research and Special Projects: Includes research and project preparation for activities and projects requested by county and state officials.

Training: In addition to assisting county officials the Criminal Justice Consultant is involved in the CTAS training programs through course development, logistics and teaching.
