How you will contribute as part of the TRCA team:
The Senior Planner manages a small team, while overseeing complex land use and infrastructure planning and policy applications and initiatives. The Senior Planner ensures policy, regulations and technical recommendations and requirements are addressed in accordance with legislated roles and responsibilities.
Major Responsibilities:
- Provides effective management and service delivery of major and complex reviews made under environmental assessment legislation, Planning Act, and Conservation Authorities Act and regulations that includes providing policy direction and review of technically challenging and politically sensitive files.
- Provides professional planning advice, legislative and regulatory guidance, and recommends appropriate action to TRCA staff, Conservation Ontario, clients, including municipal, provincial and federal partners, and/or private industry representatives and permit applicants; referring to the Senior Manager as required
- Undertakes negotiations utilizing a conflict resolution techniques and a cooperative solutions-oriented approach with various stakeholders
- Coordinates internal planning and technical reviews, contributes to reviews from a planning and regulatory perspective, and synthesizes comments and produces detailed correspondence for municipal and provincial partners and other stakeholders and/or for TRCA staff, including senior management and Directors where required
- Occasionally prepare and present reports and presentations for the Board
- Supports TRCA Senior Management, Associate Directors and Directors, as needed, to assist in Section 28 and 28.0.1 (MZO Permits) hearings, Planning / EA Act appeal hearings, mediations and tribunals at the Ontario Lands Tribunal, municipal council, public meetings, and committees.
- • Participates in internal and external committees to represent TRCA planning and regulatory perspective • Leads or contributes to the preparation and presentation/training of TRCA planning and regulatory policies and procedures, and planning-related technical guidelines and protocols.
- Leads and/or provides technical expertise and advisory services in the development of workshops geared specifically toward external stakeholders and consultants focused on education and compliance with TRCA’s business objectives.
- Provides updates to the TRCA digital planning and permitting enterprise solutions software (PARES), including coordinating new and updated workflows and templates, integration of TRCA business unit, and leading integrations with municipal and agency partners.
- Leads a team in daily duties within a business unit, delegating tasks and supporting the development of the people on the team.
- Leads a team of staff and ensures that team members understand expectations; communicates schedule, tasks and discusses priorities of items
- Supports onboarding and provides on the job training and support as needed for individuals; also identifies any gaps in or potential improvement areas for training, development, process, resources, or procedures
- Ensures business processes are streamlined, documented, and cascaded to team members
- Ensures staff/volunteers/contractors, as applicable, comply with health & safety policies, and other TRCA policies, as applicable in various work environments
