The Planning Engineer will, under general supervision from the Engineering and Planning Director, initiate, coordinate, and develop airport planning documents and programs for the Gerald R. Ford International Airport. The position is responsible for the planning and coordination of long-term plans/master plans and airport layout plans (ALP), working closely with other Gerald R. Ford International Airport Authority (GFIAA) departments, airport tenants and with other governmental jurisdictions, serving as a key planning liaison to the Federal Aviation Administration, MDOT Office of Aeronautics, and the Grand Valley Metro Council. Other responsibilities will include capital planning and budgeting, preparing grant applications, initiating and managing airport zoning and permitting/review processes, coordinating environmental review processes for facility development with the Environmental Manager, and coordinating with the Engineering Manager to incorporate architectural vision into planning documents.
REQUIRED KNOWLEDGE AND SKILLS:
Thorough working knowledge of Aviation Planning or Airport Planning and Management, Urban, Regional or City Planning, Engineering, Environmental Planning, Architecture or a closely related field.
Five years of progressively responsible experience, at least three years of which have been in a project or program management or supervisory capacity, or an equivalent combination of training and experience.
Aviation experience preferred.
Demonstrated project management experience, including establishment of project scopes and budgets, managing tasks and workflows.
Demonstrated experience working with community developments and plans.
Intermediate skill level using Microsoft Word, Outlook, PowerPoint and Excel.
Familiarity with AutoCAD, GIS, and an understanding of the appropriate level of graphic support needed to convey ideas, alternatives, and information to colleagues and the public.
Excellent written and oral communication skills including experience with effective presentations to large groups.
Ability to read and interpret blueprints, engineering drawings, construction diagrams, topographical drawings, and related graphics and schematics.
Ability to interact positively with coworkers, consultants, contractors, tenants, representatives of local units of government and residents from widely diverse cultural backgrounds.
PREFERRED QUALIFICATIONS:
Master’s degree in Aviation Planning, Airport Planning and Management, Urban, Regional or City Planning, Engineering, Architecture, Environmental Planning or a related field.
Working knowledge of state and federal airport programs, criteria and standards.
Working knowledge of airport planning and environmental document processes and preparation.
Knowledge of FAA rules, regulations, guidelines, advisory circulars and related Airport planning documents.
Experience with State of Michigan airport zoning requirements.
Experience with airport funding and revenue streams.
