Summary of Duties: Reports to the Parks Project Manager (Construction) and under general direction, assist in leadership, management, planning, implementation and coordination of multiple capital and construction projects for the Township.
Essential Employee Responsibilities:During emergency conditions, subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
Essential Duties and Responsibilities:
Work in conjunction with the Parks Project Manager to provide technical and operational support to the Parks and Recreation Planning/Construction Division.
Assist in the development, implementation, and evaluation of the Division’s goals and plans.
Develop pre-construction RFP package and assist in the development of cost estimates.
Review Request for Proposals, Submitted Proposals and Work Orders for issues, develop, manage and maintain a detailed project schedule and workflow.
Recruit and manage relationships with contractors.
Analyze and understand project scope and objectives.
Analyze and predict resources needed to reach objectives and manage resources in an effective and efficient manner.
Coordination of deliveries, material staging and storage as well as troubleshooting issues with deliveries.
Perform project scheduling, ensuring project quality control and establish overall project logistics. Ensure project adheres to established schedule and is meeting identified goals.
Provide project updates on a consistent basis and report to Project Manager strategy, adjustments and progress.
Keep accurate daily logs and document the process.
Schedule and attend required inspections. Immediately follow up and schedule corrections if required. Manage re-inspection to minimize delays.
Track and manage project budgets.
Responsible for communicating with people involved in a project (users, team members, contractors, design team, architects, engineers, etc.)
Reviews plans and drawings, prepare estimates according to budget, hold meetings and set and manage construction schedules.
Consult with and gather information from technicians, engineers, contractors, etc.
Develop and maintain positive vendor and client relationships.
Assist in management of service contracts.
Adherence to various state laws and regulations
Evaluate project outcomes.
Develop rubrics and measurement tools for teams and project evaluation and selection.
Solicit and synthesize resident input, conduct surveys, develop proposals.
Provide customer service to residents by phone, emails and letters on a frequent basis.
Conduct Township-wide inventories, assess conditions, identify, and prioritize needs, develop proposals, prepare budgets, write and condition bids, manage contract and contractors.
Bi-Weekly, monthly, annual, Executive Summaries, Board Initiatives and special report writing.
Management of Township Beneficiary Programs including Gifts for Our Community, Eagle/ Gold Scout Projects and others.
Develop and maintain working relationships with community agencies, residents and consultants.
Prepare parks budget as it relates to capital improvements, equipment and major maintenance.
As member of the Playground Inspection Team, complete detailed safety inspections of playgrounds each year. Identify issues, determine plan of correction, ensure compliance.
Perform other duties as assigned.
This position is included in the on-call rotation for the Parks and Recreation Department.
Supervisory Responsibilities: Directly supervise one (1) full-time Parks Project Specialist. Responsibilities include providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. Manage multiple contractors and projects at one time. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Work performed by those being supervised is semi-complex.
Education:
Bachelor’s degree in Construction Science, Management, Urban Planning, or related field.
Three-year minimum experience in Project or Construction Management.
Two years’ experience working with public groups and residents in community service.
Knowledge of:
AutoCAD, GIS and Microsoft Project or similar construction management programs preferred.
Knowledge of current safety requirements for playgrounds and equipment.
Proficient in Microsoft Suite and other project management software
Experience:
At least three years related experience in project management, planning, and tracking in a project management.
Experience with and understanding of full project lifecycle.
Proficiency with project management tools, methodologies, and related technology.
Demonstrated leadership, project success, problem solving, and good interpersonal skills.
Licenses and Certifications:
Must possess a Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
Registered landscape architect, project manager, architect, or approved equal preferred.
CPRP preferred.
Must obtain Certified Park Safety Inspector (CPSI) within 6 months of hire.
