The Health and Safety Manager will direct, develop, and oversee the general health and safety programs of the organization. The individual will not have any direct reports but will work closely with several departments including engineering, human resources, business operations and line operations to ensure the workplace is in compliance with Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT) and other state, local, or industry specific regulations. Safety is a core component of PEC’s culture and this position has a significant leadership role in achieving a safe and incident-free work environment. This position will also perform vegetation audits to validate right of way trimming.
ESSENTIAL JOB FUNCTIONS
Develop, maintain, update and implement PEC’s health & safety training program. Includes developing and maintaining policies and procedures that address relevant health & safety topics for the organization.
Encourage and foster a high level of safety awareness within the organization.
Create and conduct safety orientations and training as necessary.
Conduct and review safety audits to ensure the organization and contractors are in compliance with program requirements and goals.
Identify safety and health risks and recommend appropriate steps to mitigate or eliminate risks.
Develop processes to analyze accidents by collecting data, determining cause, issuing corrective procedures and authoring any required reporting.
Participate in Environmental Health and Safety industry groups.
Assist with the development of project execution plans and safety orientation plans for construction projects as requested.
Performs vegetation audits and validates right of way trimming meets standards.
Leads the Safety Committee and conducts monthly safety committee meetings.
Requires predictable and reliable attendance during the normal work week and available for after hours duties.
Perform other related duties as assigned.
REQUIRED EDUCATION & MINIMUM EXPERIENCE
Associate’s Degree from a college/university in Occupational Health, Safety Management, environmental science or equivalent field experience is preferred.
A minimum of 5 years’ experience as a Health & Safety Manager in the electric utility industry.
Minimum of 5 years as a journeyman lineman
Familiarity with OSHA training requirements particularly Subpart R 1910.269.
REQUIRED CERTIFICATIONS AND LICENSES
Must maintain a valid Tennessee Driver’s License
CPR/AED First Aid Certified
Completion of the TVPPA Safety Coordinator Certification Program within 24 months of employment.
REQUIRED SKILLS
Ideal candidate will understand the safety and health risks associated with working in the electric utility industry.
Strong knowledge of environmental, health, and safety regulations as they pertain to the energy industry.
Must be self motivated, disciplined and work well with minimal supervision.
Strong organizational and critical thinking skills.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures and governmental regulations.
Ability to implement job functions in a practical and effective manner.
Communicate clearly and efficiently to all levels of the organization and with contractors, vendors, landowners, officials and the general public.
Position requires strong competencies in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
PHYSICAL TASKS AND WORKING CONDITIONS
Works in both office and field environment, will conduct field visits to perform safety audits and walk existing right of way and other construction sites. Working hours are generally normal but circumstances or deadlines may dictate extended hours to complete required tasks. Operates computer equipment, uses phone daily, and may travel in accordance with business demands.
Must possess coordination, manual dexterity and visual acuity, as well as the ability to constantly listen and communicate orally, stand, sit, bend, stoop, squat, ability to lift up to 50 pounds, occasionally climb, kneel or stand for extended periods of time.
