To apply standard engineering practices and techniques in oversight of all phases of planning, design, staking, construction, operation and maintenance of the Cooperative’s transmission and distribution system and substation facilities.
Essential Duties and Responsibilities will include but are not limited to, the following:
Coordinate and oversee the design, construction, maintenance, testing, and inspection activities associated with all new and existing substations.
Provide support for the preparation of engineering studies that improve the operation and reliability of the Cooperative’s electric distribution system. These studies include long range and construction work plans, environmental reports, power factor correction, sectionalizing, load balancing, line loss, and reliability studies; spill prevention plans; and small generator interconnects.
Assist with power supplier and transmission authority collaboration to address territory boundary, power supply, reliability, and NERC compliance issues by attending periodic meetings, providing support for power supplier planning studies, and maintaining NERC compliance documentation.
Oversee the investigation and resolution of power quality complaints including technical support and troubleshooting for line personnel on voltage and transformer bank issues.
Oversee design and construction activities for small generator interconnection projects including testing, commissioning, and ongoing maintenance.
Specify, quote and purchase substation equipment, breakers, capacitors, reclosers, regulators, transformers, and related equipment as required.
Coordinate and oversee the preventative maintenance program for breakers, reclosers, regulators, transformers, and other apparatus.
Oversee maintenance and operation of all aspects of the SCADA system, including the SCADA database, the SCADA server, and the SCADA graphical user’s interface.
Coordinate and oversee the procurement, installation, programming, operations and maintenance of electronic controls, communications equipment, and SCADA and load management system software.
Oversee the purchase, testing, and maintenance of residential and commercial meters and related equipment.
Assist with negotiating and enforcing joint use contracts and approving new joint use permits.
Provide technical support to staking engineers for load calculations, equipment sizing, easement preparation, joint use applications, cost estimates, and preparation of staking sheets and detailed diagrams using the Cooperative’s electronic staking program.
Provide technical training for line personnel, engineering and operations staff, and staking personnel as needed.
Maintain knowledge related to Rural Utilities Service (RUS) and National Electrical Safety Code (NESC) construction standards and specifications.
Participate in on-duty rotation as Duty Supervisor.
Perform in emergency situations, as needed.
Perform other duties as requested or assigned.
Education & Experience
Minimum of Bachelor’s Degree in Engineering from an ABET-accredited college or university required. Registration in the Commonwealth of Virginia as a Professional Engineer (PE) preferred. Five years’ experience in power engineering and/or related field.
Knowledge, Skills & Abilities
Must have working knowledge of all distribution and transmission specifications and standards; effective working knowledge of Rural Utilities Service (RUS) uniform system of accounts and specifications; National Electric Code (NEC), National Electric Safety Code (NESC), and all cooperative policies and procedures and service rules, regulations, and rates. Must have ability to meet and deal with the public in a highly creditable manner. Must have good oral and written communication skills.
Physical Requirements
Required to pass pre-employment drug screening. Typical office job. Essentially desk work. Some walking, standing, sitting, reaching and bending. Will make periodic visits to field work sites.

Northern Neck Electric Cooperative (NNEC) is located in Warsaw, Virginia on the Northern Neck peninsula. NNEC is member-owned and serves the Virginia counties of Lancaster, Richmond, Westmoreland, Northumberland, King George, and a small portion of Stafford with over 20,000 meters and over 2,100 miles of line. NNEC has a staff of 58 employees that handle the distribution of electricity to homes and businesses. Homes and farms comprise the majority of members for NNEC with less than 5% industrial load.
NNEC is a short drive from most of the big Mid-Atlantic cities including Richmond, Virginia Beach, Norfolk and Washington, DC. The Northern Neck peninsula is surrounded by the Potomac River, Rappahannock River and Chesapeake Bay and offers stunning scenery and historical landmarks.
